Location: St. Petersburg

This is a temporary full-time HRIS Analyst position. The position will be staffed through a temporary agency; however, the work will take place in the People & Culture (Human Resources) Department at Town Hall.

The HRIS Analyst is responsible for the administration, maintenance, optimization, and support of the municipality’s Human Resources Information System (HRIS). This role ensures data accuracy, supports compliance with local, state, and federal regulations, improves HR workflows, and provides reporting and analytics to inform operational and strategic decision-making. The HRIS Analyst collaborates with HR, IT, Payroll, Finance, and departmental stakeholders to enhance system functionality, consistency, and user experience.

This position also manages all aspects of HR-related project work, including planning, monitoring, testing, and implementation. The incumbent analyzes, evaluates, and recommends technical solutions, and actively participates in the implementation, support, and documentation of technical and business systems. Deliverables include status reports, project plans, quality assurance analyses, and risk assessments. Additional responsibilities may include user training, documentation of procedures, and preparation of reports.

  • Serve as the primary system administrator for the municipality’s HRIS, including configuration, security settings, user permissions, and data workflows.
  • Perform regular system maintenance such as data audits, corrections, updates, and quality checks.
  • Develop, test, and implement system enhancements, upgrades, modules, and integrations.
  • Troubleshoot HRIS issues, provide end-user support, and coordinate with software vendors or IT as needed.
  • Create, maintain, and deliver HRIS training for HR staff, supervisors, and employees.
  • Generate recurring and ad-hoc reports for HR, Finance, Payroll, and leadership to support decision-making.
  • Maintain position, employee, compensation, and organizational data in accordance with municipal policies and regulations.
  • Ensure HRIS compliance with retention standards, privacy requirements, and applicable laws.
  • Participate in process improvement projects aimed at increasing efficiency and transparency across HR operations.
  • Create documentation for workflows, data standards, and system procedures.
  • Conduct project planning and implementation; estimate timetables and present project status updates; monitor project status against established schedules; identify problem trends and areas for improvement.
  • Analyze HR processes and make recommendations for improvement through technology; oversee the specifications, development, and implementation of new or redesigned systems.
  • Prepare and justify recommendations for new systems and procedures, or changes to existing systems and procedures.
  • Assist with new systems and system upgrades, including evaluation, planning, deployment, and support activities.
  • Prioritize and coordinate projects, including cross-functional initiatives; actively participate in and/or lead teams to ensure accurate and timely completion of tasks and assignments.
  • Develop and deliver progress reports, proposals, requirements documentation, testing plans, and presentations; provide detailed status briefings.
  • Define, analyze, and document workflows; collaborate with HR staff to outline work plans and ensure all business requirements are met.
  • Act as subject matter expert to system users by relating business needs to system capabilities; serve as functional and technical coordinator for large projects.
  • Research new techniques and maintain knowledge of current trends and strategies in HRIS and related technology.
  • Create and generate reports as needed for division operations; customize and distribute records and reports; provide recommendations based on compiled data.
  • Develop and deliver training to users on HRIS modules; maintain training materials to ensure accuracy and relevance.
  • Develop and maintain Standard Operating Procedures (SOPs) related to system use and data management.
  • Perform related duties as assigned.
