The State of New Hampshire, Department of Education, Division of Learner Support & Bureau of Special Education Support has a full-time vacancy for a Special Education Funding Specialist.
SummaryTo research and review program regulations and policies and coordinate the development of procedures for state or federal programs. Develop and implement policies to establish payment rates for private providers for special education services in consultation with Health & Human Services and Administrative Services Pursuant to RSA 186-C:7,III and RSA 21-N:5,I,H. Implement policies to establish repayment of Special Education Aid to the local school districts.

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS Education/ExperienceBachelor's degree and 1 year of experience OR equivalent combination of 5 years of education and experience after completion of high school. Education and experience must be in education, accounting, business administration, or program administration.
License/CertificationValid driver’s license or access to transportation

The work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.
Responsibilities- Collects and analyzes data in order to develop reports and make recommendations for necessary changes in operating procedures of state and federal grants.
- Formulates guidelines to define costs which are reasonable and necessary for services provided to students with disabilities and develops rules pursuant to RSA 186-C:7,III and RSA 21-N:5,I,(H).
- Implements established policies and procedures for the setting of approved rates for private providers of special education services; sets approved rates in conjunction with the Division for Children, Youth and Families (DCYF) for private providers of special education services to students placed through DCYF.
- Pursuant to RSA 186-C:18, provide support, review services and verify payments of Special Education Aid, court ordered placement and improvement plan for districts in the implementation of support for students with disabilities in out-of-district placements.
- Develops uniform cost reporting mechanisms and methodologies for rate setting and special education aid.
- Provides technical support and training of school districts in the implementation of the NH Special Education Information System.
- Serves as a lead role for the Individuals with Disabilities Education Act (IDEA) and Preschool programs including implementing processes for improvement, establishing and maintaining forms needed to request state aid funding, and performing audits to verify proper processing of applied aid.
