The Senior Technical Accountant (Accountant
3) works within the Office of Financial Services (OFS), a shared financial service for ODHS and the Oregon Health Authority (OHA). The role focuses on improving financial operations by leveraging technology and process improvements within the agency’s complex financial structure.
Salary: $6,834–$10,076 per month.
Responsibilities- Lead efforts to improve financial operations through technology and process improvements.
- Evaluate unit business operations for process improvement opportunities.
- Gain knowledge of latest technology and tools to increase the efficiency of financial business processes.
- Ensure processes comply with GAAP, GASB, OAM, and both state and federal reporting requirements.
- Design, develop, adapt, and implement technology and tools for complex agency accounting needs.
- Analyze data from existing processes to identify integration options, documenting risks and recommendations.
- Evaluate risk, benefit, and costs of proposals associated with business process improvements.
- Develop training on accounting topics related to GAAP, GASB, and federal reporting requirements for new processes.
- Present and defend accounting policies and procedure requirements to stakeholders.
- Possession of a Certified Public Accountant or Certified Government Financial Manager certificate AND at least three years of accounting experience equivalent to Accountant2 work, including designing and modifying accounting systems that require frequent changes to meet specific business objectives, consulting with program managers or external organizations, and ensuring the proper functioning and accountability of fiscal operations.
- Bachelor’s degree in Accounting or any discipline supplemented by 32 quarter (21 semester) credit hours in Accounting AND at least three years of related accounting experience equivalent to Accountant2 work, as described above.
- 32 quarter (21 semester) credit hours in Accounting AND five years of related accounting experience, including classifying, analyzing, and reconciling complex financial data, designing and recommending accounting methods and procedures, preparing audited financial statements and reports, and interpreting laws, regulations, codes, and ordinances.
- Fifteen quarter (10 semester) graduate-level accounting credit hours may substitute for one year of the accounting experience. Graduate-level courses used to satisfy the educational requirement may not satisfy the experience requirement.
- Experience in government accounting.
- Working knowledge of financial systems and technical experience in designing, analyzing, and reviewing financial systems, business processes, and related policies.
- Ability to gather, evaluate, and analyze complex data.
- Proficiency in analyzing and interpreting financial data and preparing financial reports, statements, and/or projections.
- Knowledge of finance, accounting, budgeting, and cost control procedures.
- Working knowledge of financial software tools for routine financial reporting.
- Hybrid work may be eligible; must live in Oregon or a neighboring state.
- Typical office environment with normal office hours.
- Requires frequent interpersonal contact and may involve sensitive or confidential situations.
- Some travel may be required.
- Regular and consistent attendance is essential.

The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, a completed U.S. Department of Homeland Security I‑9 form will be required.
