The Role

Join our Financial Services team and help ensure ODOT employees are paid accurately and on time. In this role, you will perform a wide range of payroll functions while providing guidance to employees and managers across the agency. You will interpret payroll laws, policies and procedures, calculate pay and deductions, and help resolve complex payroll questions for a workforce of more than 4,800 employees.

A Day In The Life
  • Interpret and apply federal and state laws, collective bargaining agreements, payroll policies and procedures to ensure accurate payroll and benefits administration.
  • Provide payroll and benefits guidance to employees, managers, vendors and partner agencies while delivering excellent customer service, maintain data privacy and security.
  • Process and audit payroll transactions, including pay adjustments, deductions, garnishments, insurance, leave, workers' compensation and other payroll-related activities.
  • Review, analyze and reconcile payroll records, reports and exceptions to identify discrepancies, resolve issues and ensure compliance with applicable laws and agency policies.
  • Administer employee benefits, including enrollment, eligibility, insurance changes, leave programs and payroll deductions using Workday, PEBB and other payroll systems.
  • Coordinate and process complex payroll activities, including special payments, employment verifications, unemployment claims and leave‑related transactions while meeting established deadlines.
  • Develop and deliver payroll‑related training, technical guidance and process documentation for managers, employees and agency staff.
  • Partner with internal and external stakeholders to improve payroll processes, participate in special projects and contribute to a team‑oriented work environment.
  • This role involves working within an office setting, which includes extended periods of being in a stationary position, entering data and answering phones.

Minimum Qualifications
  • One year of experience analyzing, calculating, recording, and maintaining routine financial information that must include accounting, data, or payroll processing AND at least 44 quarter (29 semester) credit hours from an accredited college, university, or vocational‑technical school that includes 8 quarter (5 semester) hours in accounting, business or finance.
