Job SummaryThe Oregon Department of Corrections is hiring an Administrative Specialist 1 Mailroom Specialist to manage mail processing and security at SCI, ensuring compliance with Department of Corrections Mail Rule #131.
Key Responsibilities- Receive, sort, and distribute incoming mail for staff and Adults in Custody in accordance with DOC Rule #131.
- Inspect incoming and outgoing mail for contraband following established security procedures and PPE requirements.
- Process outgoing mail, including certified and inter‑institutional items, and prepare materials for USPS pickup.
- Identify mail violations, complete required documentation, and return or confiscate prohibited items as directed by policy.
- Maintain organized records for packages, violations, confiscations, and other mailroom activities.
- Respond to AIC communications and grievances related to mail operations.
- Secure contraband into the chain of evidence and testify in court if required.
- Two (2) years of secretarial or basic administrative support experience that includes records processing, generating documents, and gathering and sorting data; OR
- An associate degree in general office occupations and one (1) year of experience with records processing, generating documents, and gathering and sorting data; OR
- An equivalent combination of education and experience.
- Experience sorting and routing high‑volume mail in a structured or regulated environment.
- Demonstrated skill inspecting mail or documents for prohibited items according to established policies or rules.
- Proven experience completing official forms, notices, or violation reports with accuracy and policy compliance.
- Experience maintaining organized filing or tracking systems for logs, packages, violations, or other operational records.
- Experience processing specialized mail types (such as certified, legal, official, or inter‑agency mail).
- Experience handling evidence or sensitive materials in accordance with chain‑of‑custody procedures.
- Experience communicating verbally and in writing with customers, clients, or stakeholders to respond to inquiries, complaints, or grievances.
- Ability to lift 30‑pound mail packages, use stairs, and operate specialized office equipment such as OMS, IMRS, ICSS Solutions, U.S. Postal postage metering machines, electric letter openers, and electronic postal scales.
- Must possess and maintain a valid driver’s license.
- Candidate must be a current State of Oregon employee; contractors are not eligible.
This position is located within a secure adult correctional institution. Daily interaction with Adults in Custody (AICs) is required, including responding to incidents, maintaining security, and documenting unusual events. The role may involve encounters with disruptive or abusive AICs and carries a potential risk of injury. Employees may be subject to emergency call‑back and, during emergencies or work stoppages, may be assigned to other duties as needed.
The job requires lifting and moving mail packages up to 30 pounds, operating specialized equipment, and maintaining strict confidentiality.
- Salary range: $4,558 – $5,995 (non‑PERS qualifying applicants; PERS applicants may qualify for an adjusted range).

Successful candidates must pass a Criminal Justice Information Systems (CJIS) fingerprint‑based background check and maintain CJIS eligibility. Some felony convictions may disqualify applicants; eligibility is assessed during conditional job offer. Applicants must meet all minimum qualifications before the Final date to receive applications.
