Operations & Policy Analyst 2 – Health, Wellness & Resiliency
Job SummaryThe Oregon State Police in Salem, Oregon is hiring for one (1) full‑time, permanent Operations & Policy Analyst 2 position. The position offers a hybrid work schedule pending completion of trial service.
Summary ofJob Duties
Analyze operational processes, goals, and objectives; identify data requirements to support the Health, Wellness, and Resiliency unit; and coordinate data access for HWR and other agency services programs.
Use technical computer applications and create statistical analyses and graphic work products in a confidential peer‑support setting.
Provide technical research and analytical skills, including data collection, retrieval and analysis for peer‑support team development, and academic and professional research related to best practices in first‑responder public safety agency peer‑support programs.
Create, maintain and update an internal data tracking system for the peer‑support team; research; create informational guides and graphics to assist peer‑support team members; and provide administrative support through data research, collection and analysis related to peer‑support programs.
Operate with discretion and confidentiality inherent to the health, wellness and resiliency program, given involvement with employees’ physical, mental, emotional and spiritual health. Conduct program, legislative and policy analysis and provide recommendations that may impact operations. Monitor operational improvement projects and make budgetary recommendations to improve service delivery.
Minimum Qualifications- A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the required knowledge and skills; and two years of professional‑level evaluative, analytical and planning work.
- OR a combination of education and experience equivalent to five years that typically supports the knowledge and skills for this classification.
- Analytical Skills – Demonstrate an ability to analyze and synthesize data to create training materials, best‑practice guides, and recommendations for policy and program improvements.
- Data Management – Skilled in designing and maintaining internal tracking systems, generating data‑driven reports, and presenting findings in both narrative and statistical formats. Proficiency with the Microsoft platform is essential.
- Training Abilities – Experience developing educational content or delivering training.
- Confidentiality – Demonstrate high emotional intelligence, discretion, and the ability to work in a confidential, peer‑support‑adjacent environment.
- Communication – Strong written and verbal communication abilities. Skilled in navigating difficult conversations, helping calm distressed or frustrated individuals, and supporting the de‑escalation of tense situations.

$5,907 – $8,717 per month
Additional InformationEligible veterans and Oregon National Guard service members (current and former) who meet the qualifications of the position will be awarded candidate preference.
