Position: Strategic Initiatives Business Analyst (Operations and Policy Analyst 4)

The Agency is recruiting a full‑time, permanent Strategic Initiatives Business Analyst (Operations and Policy Analyst
4) based at our Salem headquarters. In this high‑level strategic, analytical, and coordination role, you will support the Director’s Office by overseeing enterprise projects, managing performance, solving complex processes, and guiding government‑to‑government tribal relations.

Key Responsibilities
  • Plan, monitor, and deliver large, complex, cross‑agency initiatives.
  • Help teams stay aligned on goals and outcomes, identify risks and barriers, and propose solutions that strengthen ODFW operational effectiveness.
  • Track and organize government‑to‑government tribal relations, ensuring consultation, communication, and partnership are carried out responsibly and lawfully.
  • Provide analytical support, data‑informed improvement recommendations, and guidance on organizational change and system adoption.
Minimum Qualifications
  • Eight years of experience that demonstrates the ability to perform the essential duties; OR
  • Bachelor’s degree in Public Administration, Business Administration, Natural Resources, or a related field plus five years of experience; OR
  • An equivalent combination of education and experience demonstrating the ability to perform the essential duties.
Desired Qualifications
  • Experience coordinating large, complex, high‑visibility projects across multiple divisions or agencies.
  • Experience analyzing business needs, redesigning processes, and developing data‑informed improvement recommendations.
  • Demonstrated skill in working collaboratively with diverse groups and maintaining strong professional relationships.
  • Excellent communication skills, including the ability to translate complex information clearly for different audiences.
  • Experience guiding organizational change, supporting adoption of new systems or processes, and facilitating cross‑functional alignment.
  • Ability to work in a supportive, non‑directive manner—helping teams stay organized, focused, and aligned with expectations.
  • Skill in evaluating system‑level problems, identifying root causes, and recommending practical solutions.
  • Experience working with or for tribal governments.
