Responsibilities- Investigate non‑abuse complaints in community‑based facility settings through interviews, observations, and record reviews to determine compliance with Oregon Administrative Rules (OARs).
- Ensure provider compliance with Community Based Care rules, regulations, guidelines, and policies; identify systemic deficiencies that threaten the safety, health, and independence of residents.
- Interpret and apply complex regulations related to Assisted Living, Residential Care, and Memory Care Facilities.
- Conduct comprehensive investigations for licensing complaints, documenting facts, evidence, interviews, observations, and regulatory findings in clear, accurate, and legally defensible reports.
- Visit facilities enrolled in the Facility Enhanced Oversight Supervision Program (FEOS) to evaluate compliance; issue citations for severe circumstances and coordinate corrective actions with local agencies.
- Screen, analyze, and triage complaints received during intake; assign investigations or refer to appropriate agencies when further action is not required.
- Coordinate with the Office of Safety, Oversight and Quality (SOQ) concerning licensing complaints and assist with plans of correction, rule explanation, and further regulatory action.
- Four years of experience doing administrative research that includes compiling and evaluating facts to recommend management action or determine compliance with program guidelines and regulations.
- At least two of those four years must be above the technical support level.
- College‑level coursework may substitute for experience, based on 45‑quarter units per year, up to a maximum of three years.
- Experience interpreting and applying laws, regulations, policies, or established standards to evaluate compliance and explain requirements to others.
- Experience gathering and analyzing information from multiple sources (interviews, observations, records, data) to determine findings, identify trends or root causes, and develop evidence‑based conclusions.
- Strong verbal and written communication skills with the ability to work with diverse backgrounds, navigate difficult or sensitive situations, and maintain productive relationships.
- Ability to independently manage multiple priorities, organize complex workloads, and complete accurate documentation within established timelines and quality standards.
- Proficient in interpreting and applying regulatory guidance.
