OverviewThe HSE Manager assists the HSE Director with the implementation of the health, safety, and environmental (HSE) functions for Petro Card, Inc. HSE responsibilities include working with management and regulatory agencies. The HSE Manager is expected to be a leader and an example of the organization’s values. The HSE Manager will be responsible for building and sustaining a leadership and safety culture in the Salem office and Oregon operations.
The HSE Manager works closely with the Senior Management Team to maintain a safe and healthy work environment. This includes coordinating relationships with site supervisors, fleet managers, and marina operators. This individual is responsible for analysis of programs to protect property, personnel, and the environment, including audit, surveillance, and investigative activities. This position is primarily focused on Safety and Environmental compliance programs, with additional support of DOT compliance programs where needed.
This position regularly spends time in the field, including regular visits to all Petro Card facilities.
Essential Duties and Responsibilities Health & Safety- Manage HSE compliance for operations; maintain, develop, implement, and promote HSE policies and procedures.
- Conduct regular audits and assessments to ensure company compliance with regulations, risk assessments, policies and procedures, training, and recordkeeping.
- Supervise HSE-related monitoring and assessments for noise, toxic exposures, heat and cold stress, and safe work practices.
- Report, investigate, and address all potential HSE concerns, incidents, and issues promptly. Initiate a stop-work order in the event of immediate danger of injury.
- Respond to incidents and coordinate emergency response.
- Participate in the planning, development, and implementation of training to promote health and safety, safe operations, and compliance with hazard control requirements.
- Lead or support safety meetings, including Safety Committee and Management Safety Meetings.
- Track training completion rates as an HSE KPI and report gaps to management.
- Track and analyze KPIs related to safety and environmental incidents; identify trends and opportunities for improvement.
- Review environmental monitoring, recordkeeping, and reporting related to environmental management systems.
- Manage task completion on HSE platforms including EHS Insight, ISNetworld, and Secure Access Washington.
- Assist in managing insurance claims and communications.

- Emergency Response & HAZMAT
- Bachelor’s degree in Health, Safety, Environmental, Business, or Science fields with at least 2 years of HSE field experience, or an equivalent combination of education and experience.
- Certifications such as CSP, CHMM, or OHST are desirable.
- Strong communication skills, including the ability to present to groups, clearly articulate information, guide meetings effectively, and produce efficient written communications.
- Proficient in Microsoft Office; strong Excel skills with the ability to manage data and create graphs and reports.
- Ability to read, write, speak, and understand English, including interpretation of technical documents, authoring reports and correspondence, and communicating effectively with suppliers and employees.
- Detail-oriented problem solver; capable of working independently, exercising sound judgment, and managing multiple concurrent projects within deadlines.
- Familiarity with federal, state, and local regulatory requirements, including DOT/FMCSA, ANSI, API, NFPA, DOE, and EPA petroleum operations regulations…
