The RoleIn this collaborative role, you will lead all financial operations for the program and supervise all of our agency staff in the program with oversight of finance staff and related finance consultant contracts. You will partner within our agency and work together with the Washington State Department of Transportation (WSDOT) to inform, influence and support multi-state budget development, financial planning, forecasting, toll revenue management, grant administration and federal reporting.
You will also directly support our commitment to safe, reliable and well-managed multimodal infrastructure that serves the Pacific Northwest now and in the future.
The Interstate Bridge Replacement program (I ) is a multi-billion-dollar joint effort by the State of Oregon and the State of Washington to address the regional transportation problems facing the I-5 highway system crossing over the Columbia River between Portland, Oregon and Vancouver, Washington. The Oregon Department of Transportation (ODOT) and the Washington State Department of Transportation (WSDOT) are working together to develop solutions for seismic resiliency, safety improvements, congestion reduction, reliable transit, active transportation, and reliable movement of freight.
The program ensures transportation system improvements are properly designed, funded and constructed.
The person in this position will be a State of Oregon employee. This position is based in Portland, Oregon, and the work location will be at our joint office in Vancouver, Washington. This is a hybrid position with the expectation of in-office work up to three days a week or as business needs demand.

A Day In The Life- Serve as a member of the I Executive Leadership Team and provide strategic guidance and leadership on all financial operations for the program, ensuring clear oversight, accountability and controls across both states.
- Build, manage and update the program’s finance plan, including forecasting, modeling and cash flow alignment.
- Coordinate financial reporting and compliance with the Federal Highway (FHWA), Federal Transit Administration (FTA), Washington State Department of Transportation (WSDOT), our agency and transit agencies.
- Bring financial topics to the executive team for discussion, awareness and program level decisions.
- Supervise all ODOT staff within the I program.
- Collaborate with others in Oregon and Washington budget processes, including bi-state funding packages and legislative coordination.
- Engage directly with elected officials, executives, transportation agencies and others on program finance matters in a high visibility environment.
- Manage grant funding, toll related financial elements, Statewide Transportation Improvement Program (STIP) actions, bonding requirements and bonding insurance obligations.
- Serve as the primary liaison from the project to ODOT leadership ensuring Oregon’s interests in bi-state program executive meetings and elevate issues within the program’s governance structure.
