Civil Rights Unit Program Specialist

Classification: Program Analyst 1
Salary: $4,519 – $6,904 (Permanent, Full‑time, Non‑Exempt)
Location: Oregon Department of Education – Office of Relations, Management and Support (ORMS)
Language Requirement: Bilingual proficiency in English and Spanish is required.

Responsibilities
  • Coordinate key programs within the Civil Rights Unit, including the Civil Rights Coordinator program and Every Student Belongs, and support pregnant and parenting students.
  • Develop and deliver virtual and in‑person training programs for Title VI, Title IX, and Section 504, maintaining the annual training calendar and registration processes.
  • Monitor compliance by school districts and other education providers, implementing corrective actions for complaints alleging discrimination, retaliation, restraint and seclusion, religious entanglement, and violations of the Division 22 standards.
  • Collaborate with the Civil Rights Unit to ensure implementation of Every Student Belongs (ORS 339.347).
  • Respond to calls and emails from school districts, parents, students, and community members to share information about ODE’s civil rights programs.
Minimum Qualifications
  • Bachelor’s Degree in Business, Public Administration, Behavioral or Social Sciences, or a related field demonstrating the required knowledge and skills.
  • OR three years of technical‑level experience that supports the knowledge and skill requirements of the classification.
  • Proficiency in English and Spanish, both spoken and written.
Preferred Skills & Knowledge
  • Strong organizational and time‑management skills with experience managing multiple tasks and projects.
  • Ability to build relationships with culturally diverse education partners and community groups.
  • Knowledge of federal and state education civil rights laws (e.g., Title VI, Title IX, Section 504, ORS 659.850, Every Student Belongs).
  • Experience coordinating project‑based committees.
