Permanent, Full-time, Exempt We are seeking a District Support Specialist to join our Office of Enhancing Student Opportunities at the Oregon Department of Education. This is a permanent position represented by the Service Employees International Union (SEIU).This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources.

While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office.
What you will do!
The primary purpose of this position is to serve as the catalyst for improvement and innovation within Oregon’s special education system by providing specialized technical assistance, professional development, and capacity-building support to Local Educational Agencies (LEAs), Education Service Districts (ESDs), and educational programs. The District Support Specialist focuses on building district capacity through evidence-based practices, translating compliance requirements into effective educational practices, and advancing equity and inclusion for students experiencing disability and disabled students.
This role functions as part of IDEA Programs’ support and technical assistance section, working in close collaboration with District Compliance Specialists to ensure both meaningful implementation and continuous improvement across Oregon’s special education system.
Typical duties include:
Design and deliver data-informed technical assistance and professional development. Build the capacity of LEAs, ESDs, and regions through coaching, mentoring, communities of practice, and targeted PD/TA that translates compliance requirements into effective educational practice, including training related to the Abbreviated School Day (ASD) Program. This is the heart of the role at roughly 60 percent of the work.
Develop and disseminate accessible, practical resources. Create guidance documents, implementation tools, and family-facing materials that are culturally and linguistically responsive and that clearly distinguish what IDEA requires from recommended best practice, in coordination with OESO leadership and communications.
Partner with District Compliance Specialists on corrective action and improvement. Align PD/TA with the corrective actions arising from state complaints and dispute resolution, support effective implementation of those outcomes, and help districts address the root causes of noncompliance rather than just the surface finding. This is the role's second major duty at roughly 35 percent.
Use data to set priorities and steward assigned collections and grants. Analyze district data, monitoring results, dispute resolution findings, and call-tracking patterns to identify needs and shape TA/PD plans, serve as data steward for collections such as Post School Outcomes and discipline data, and manage assigned grants like RTAP, TNF, and PSO.Please to view the full position description
