What You’ll DoKey Responsibilities
  • Lead planning and design for municipal (special purpose district and/or city) water and wastewater systems, including:
    • Conveyance and pumping systems
    • Storage and distribution systems
    • Collection systems and treatment facilities
  • Manage scope, schedule, budget, and quality
  • Coordinate multidisciplinary teams and subconsultants
  • Oversee project financials including forecasting, invoicing, and profitability
  • Ensure successful project closeout and client satisfaction
  • Manage complex design tasks and coordinate multidisciplinary teams
  • Prepare and oversee engineering deliverables including plans, specifications, reports, and cost estimates
  • Ensure compliance with applicable regulatory requirements and design standards
  • Serve as Engineer of Record or technical lead on projects
Client Management & Business Development
  • Serve as primary point of contact for key municipal (special purpose district and/or city) water/wastewater clients
  • Build and maintain strong client relationships
  • Identify new opportunities, support proposal development, and collaborate on market growth strategies
  • Support or lead proposal development and project pursuits
  • Represent DEA at industry events, professional organizations, and community initiatives to strengthen relationships and market presence
Team Leadership
  • Lead and mentor project teams
  • Provide direction to task leaders and technical staff
  • Mentor and develop junior staff, fostering collaboration and accountability
What You Bring

Required Qualifications
  • Bachelor’s degree in Civil Engineering (or related field); PE license required or ability to obtain
  • 8+ years of progressive civil engineering experience, with a focus on water and wastewater systems
  • Strong experience in municipal (city and/or special purpose district) water/wastewater system design
  • Experience managing municipal water/wastewater projects through multiple phases of delivery
  • Proven ability to lead design tasks and coordinate project teams
  • Familiarity with public agency processes, permitting requirements, and regulatory coordination
  • Experience supporting full project lifecycle, from planning and design through construction
  • Proficiency with standard engineering tools (hydraulic modeling, drafting/design software, Bluebeam, spreadsheets)
  • Strong communication and technical writing skills
  • Experience mentoring or supervising junior staff
