Environmental Program Coordinator 3 – Regional Environmental Coordinator works for the Oregon Department of Transportation, Delivery & Operations Division – Region 1, Technical Center / Environmental Unit in Portland. This role ensures that environmental objectives are met during project development, construction, and maintenance across the Portland Metro area.

Key Responsibilities
  • Coordinate environmental activities for complex projects with the Engineering & Technical Services Branch’s Environmental Section and represent Region 1 in statewide environmental matters, focusing on compliance for local agency programs.
  • Advise area and discipline managers, project managers, and members of ODOT’s local agency program on environmental matters.
  • Participate in project development teams, completing the NEPA process for federally funded projects: developing project purpose, need, alternatives, and environmental avoidance and minimization measures.
  • Support local agency project managers with scope definition for permitting and compliance portions of consultant contracts.
  • Monitor projects for scope changes and coordinate with environmental specialists to manage contract and workflow modifications.
  • Coordinate with local, state, and federal agencies to obtain or procure environmental clearances for projects.
  • Write or oversee the development of Federal Highway Administration (FHWA) documentation to complete NEPA requirements for categorical exclusions.
  • Assist NEPA staff with the development of Environmental Assessments and Environmental Impact Statements, including permitting for larger projects.
  • Assist ODOT staff in scoping environmental portions of the Region’s project portfolio.
  • Write or oversee assessments that evaluate and propose resolutions for environmental impacts and constraints on projects, documenting them in environmental prospectus (part
    3).
  • Monitor, review, and maintain quality control/quality assurance of environmental prospectus, clearances, and NEPA documents prepared by ODOT staff, local jurisdictions, and consultants.
  • Provide environmental compliance support for construction and maintenance activities.
  • Develop solutions consistent with the agency’s strategic direction, working in an office environment with hybrid work options and occasional travel to meetings or field work.
Minimum Qualifications
  • Bachelor’s degree in environmental science, physical science, natural science, engineering, or a closely related field AND three years of environmental analysis or resource project management experience, including at least one year with research design and analysis.
  • Three additional years of environmental analysis or resource project management experience may substitute for the bachelor’s degree.
Special Qualifications
  • Driving is an essential function of this position. A valid U.S. driver’s license and an acceptable driving record are required.
What We’d Like To See
  • Familiarity with Region 1 local agencies’ transportation services and public works (Portland, Gresham, Oregon City, Multnomah County, Clackamas County, Washington County).
  • Working knowledge of FHWA NEPA procedures.
  • Working knowledge of environmental permits and clearances such as Clean Water Act Sections 401, 402, 404, 408, 1200;
    National Historic Preservation Act Section 106; FHWA 4(f); and Land and Water Conservation Fund 6(f).
  • Excellent time management and communication skills.
