Job SummaryWe are seeking a Fiscal Analyst 2 to join our Office of Developmental Disabilities Services Operations Administration Unit (OAU) team.
Responsibilities- Analyzing requests from program staff to appropriately allocate and contract funds, monitoring compliance with agency budget, contract terms and conditions, and payment policies, procedures and federal and state rules.
- Collecting, compiling, analyzing, and distributing information on approximately $1.5 billion in state‑funded community‑based services for people with intellectual and/or developmental disabilities (I/DD).
- Providing technical assistance to program staff in administration of contract payments for DD services; and participating in analyses, development, and improvement of agency’s administrative systems DD services.
- Analyze and process funding for ODDS agency providers and case management entities request in order to appropriately allocate contract and service delivery funds. Monitor compliance with agency budget, payment policies, expenditure guidelines, procedures and federal and state rules.
- Advising management on suspected fiscal improprieties by providers and/or contractors and on budgetary implications of contract funding.
- Being the key to the biennial settlement process for some of our case management entities (CME) including, but not limited to, analyzing and submitting data to the CMEs with findings of funding inequities, analyzing the response from the CMEs and composing the final letter for settlement that advises accounting to the amount due/owed to the CME.
- Monitoring the overall program budget, collaborating with budget and to advise management on areas of fiscal concern. ODDS has several major areas of program budgets that are complicated and appear to change often including at times specialized, limited grant funding received from the Centers of Medicare and Medicaid Sources (CMS).
Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.

Five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.

Successful completion of the Department of Administrative Services Public Administrative Trainee Program.
EducationEducation in Business, Public or Non‑Profit Management, Finance, Accounting, or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree) may substitute for experience based on the following:
- Bachelor's degree in any of the listed areas substitutes for three (3) years of experience.
- Master's degree in any of the listed areas substitutes for four (4) years of experience.
- Attention to detail for following verbal and written directions, creating grammatically correct and legally appropriate documentation, etc.
- Demonstrated organizational skills with the ability to manage multiple projects simultaneously.
- Experience working independently and as a member of a team.
- Experience using principles, practices, and systems of fiscal/financial management.
- Intermediate to advanced level Microsoft Excel skills are needed to track, compile, monitor, analyze and forecast statistical and financial information and create statistical and financial reports in an understandable format for diverse audiences.
