Job Summary
The Office of Developmental Disabilities Services (ODDS) seeks a Fiscal Analyst 3 to manage rate models, budgeting, and financial planning for services that support Oregon residents with intellectual or developmental disabilities.

Hybrid – Salem, Oregon
- Manage and support rate models used to establish payment rates for agency providers delivering residential, employment, in‑home, and other services.
- Provide expertise in budgeting and financial management, including budget development, forecasting, expenditure monitoring, fiscal policy development, financial planning, and reporting.
- Lead policy and operational activities related to ODDS rate models, including implementing new models, managing exception processes, and ensuring consistent application of criteria across service types.
- Collaborate with external partners and stakeholders to develop, refine, and improve rate models, incorporating feedback and best practices.
- Develop and deliver training and technical assistance to staff on ODDS rate models, policies, procedures, and implementation practices.
- Conduct data analysis and reporting using Microsoft Word, Excel, Power BI, and data query software to support financial decision making.
- Six years of progressively responsible experience in preparation, analysis, and administration of a budget or fiscal system, including fiscal modeling and forecasting.
- Relevant education in Business, Public or Non‑Profit Management, Finance, Accounting, or a related field. A bachelor’s degree substitutes for three (3) years of experience; a master’s degree substitutes for four (4) years.
- Experience applying comprehensive principles of fiscal management and compliance with financial controls and reporting requirements.
- Strong written and verbal communication skills, with ability to present technical information to diverse audiences.
- Ability to manage competing priorities, meet deadlines, and work efficiently in a dynamic environment.
- Proficiency with Microsoft Word, Excel, Power BI, and data query software.
- Demonstrated interpersonal and communication skills, capable of building relationships and engaging in collaborative problem‑solving.
- Experience organizing work efficiently and managing multiple priorities.
- Commitment to cultural humility, responsiveness, and inclusive service delivery.
- Experience with the government budget process and financial forecasting techniques.
- Experience using eXPRS and SFMA.
