Summary of Duties

The Office of Financial Services (OFS) operates as a shared financial service for ODHS and Oregon Health Authority (OHA). OFS is the steward of ODHS and OHA financial resources ensuring honesty, integrity, and accountability by efficiently and effectively providing accurate, accountable, and responsive financial management and business services to clients, stakeholders, and employees in support of ODHS and OHA missions and in compliance with state laws and federal policies, rules and regulations.

This position serves as the OFS liaison, working with stakeholders to develop new systems and provide consultative guidance on administrative, policy, programmatic, and financial management. It collaborates with partners to evaluate programs and systems, identify risks, and develop long‑range implementation plans by:

  • Interpreting complex regulations affecting financial processes.
  • Aligning new policies and procedures with automated, streamlined financial systems.
  • Translating business needs into accounting and budget requirements and ensuring solutions comply with GAAP and state/federal laws.
Accounting Functions including but not limited to
  • Analyze and resolve complex accounting and reporting issues, ensuring necessary infrastructure adjustments.
  • Ensure compliance with legislative statutes, GAAP, and budgetary rules; maintain internal controls to prevent fraud.
  • Oversee integration with financial sub‑systems and verify all mandatory reporting requirements.
Reporting and Analysis including but not limited to
  • Independently assess, document, and map current and future business operations and processes.
  • Extract and assemble financial data from complex systems for managerial reporting.
  • Monitor performance metrics and integrate them into financial processes; test, audit, and validate improvements.
Project Management including but not limited to
  • Balance competing priorities to create effective action plans and facilitate resolution among stakeholders.
  • Serve on task forces and committees to build consensus on financial functionality, policies, and procedural changes.
  • Deliver recommendations orally or in writing.
Minimum Qualifications
  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four (4) years professional-level evaluative, analytical and planning work.
  • OR;
    Any combination of experience and education equivalent to seven (7) years of experience that typically supports the knowledge and skills for the classification.
