The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the Oregon Occupational Safety and Health Division (Oregon OSHA). Oregon OSHA is responsible for assuring safe and healthful working conditions for Oregon workers through promulgation and enforcement of Occupational Safety and Health Regulations, and by providing education and consultation to employees and employers.

This position is represented by the Service Employees International Union (SEIU).

This position is eligible to telework on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.

Here’s what you will do:

As a Technical Specialist, you will serve as an expert for the division and provide technical guidance on safety and health rules. You will participate in activities related to development and interpretation of safety and health standards, providing technical assistance to division staff, other agencies, local jurisdictions, and the public.

Responsibilities include:

  • Developing and drafting rules
  • Rule interpretations
  • Providing technical guidance on the adopted rules
  • Report and letter writing
  • Providing advice to management and staff on policy issues affecting division operations, industries, and local jurisdictions
  • Serving as a primary liaison to several boards and committees, to specific industries and potentially to local government, depending on the assignment

Here’s what you need to qualify:
Minimum Qualifications
  • A bachelor's degree in Occupational Safety and Health, Public Health, Environmental Science, Business or Public Administration, Behavioral or Social Sciences, or Political Science AND four years of professional-level evaluative, analytical, and planning work experience in occupational safety and health, public health, or environmental protection

OR

  • Any combination of experience and education equivalent to seven years of professional-level evaluative, analytical, and planning work experience in occupational safety and health, public health, or environmental protection
Requested Skills

  • Strong research skills and problem solving skills
  • Ability to explain, verbally and in writing, procedures/technical requirements in clear, and concise manner
