This position involves serving as the lead policy analyst and primary subject matter expert for the Mink Bowman case and related initiatives. Responsibilities include analyzing complex policy and program matters, developing strategic recommendations, and ensuring alignment with the Behavioral Health Division’s strategic goals.
Responsibilities- Lead policy analysis and serve as the primary expert for the Mink Bowman case.
- Conduct policy and program analyses, develop strategic recommendations, and ensure all initiatives align with broader strategic objectives.
- Act as a resource and expert for OHA in forensic behavioral health treatment services, linking with federal, state, and local partners.
- Lead and participate in task forces, committees, work groups, and advisory panels related to behavioral health policy and program development.
- Bachelor's degree in Business, Public Administration, Behavioral or Social Sciences, Finance, Political Science, or a related field, plus four years of professional-level evaluative, analytical, and planning work.
- Or a combination of education and experience equivalent to seven years of professional work.
- Knowledge of the behavioral health delivery system, justice system, and forensic populations related to the Mink Bowman case.
- Ability to navigate complex systems and influence policy and operational decisions across agencies, integrating consumer voices and lived experience.
- Demonstrated experience producing high-quality written deliverables and presenting them verbally to policymakers, senior leaders, and the public.
- Ability to translate data into visual formats and strategic insights, engaging internal and external partners through facilitation and communication.
- Experience monitoring and analyzing policy, legislative, and budget developments and providing recommendations to leadership and partners.
- Experience tracking project progress, ensuring compliance, resolving barriers, and identifying opportunities for process improvement.
- Experience specific to forensic populations and forensic analysis related to behavioral health and its intersection with criminal justice systems.
