At the Oregon Department of Administrative Services (DAS), we provide the infrastructure that allows Oregon's state agencies to operate efficiently and effectively. Our Procurement Services team plays a pivotal role in securing high-quality products and services while maintaining compliance with state and federal regulations.
As a Senior Contract Specialist on our construction procurement team, you will lead procurements with statewide and cross-agency impact. Your work will ensure transparency, efficiency, and value for every tax dollar spent, supporting vital public services for Oregonians. This position's primary focus will be on Public Improvement, Public Works and Architectural, Engineering, Land Surveying and Related Service Contracts.
What You'll DoAs a Senior Contract Specialist, you will:
- Manage end-to-end procurement for complex goods, services, construction, and IT projects.
- Develop and lead competitive solicitation strategies that ensure transparency, compliance, and value.
- Partner with state agencies, boards, commissions, and national procurement organizations.
- Draft, negotiate, and administer contracts and price agreements.
- Serve as a trusted partner, providing expert guidance on procurement law, best practices, and risk mitigation.
- Lead procurement teams and mentor staff to elevate procurement standards.
Minimum Qualifications:
Five years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations.
OR
A bachelor's degree and two years of professional-level procurement and contract experience related to the position.
OR
Any combination of experience and education equivalent to five years of procurement and contract experience related to the position.
Desired Attributes:- Demonstrated expertise in governmental contracting, procurement processes, and regulatory compliance.
- Proven ability to analyze data, solve complex problems, and manage projects from initiation through completion, including use of project tracking tools or methodologies.
- Demonstrated ability to communicate clearly and effectively (written and verbal) with internal and external partners.
- Experience building and maintaining effective partnerships with agencies, vendors, or industry groups.
- Ability to apply equity principles and process improvements in organizational decision-making.
