Senior Region 4 Planner – Transportation and Growth Management (TGM)
Position within the Oregon Department of Transportation, Delivery and Operations Division – Region 4, Planning and Programming Section, Bend. The role works closely with the Statewide Transportation Planning Unit within the Policy, Data and Analysis Division while reporting to the Region 4 planning and programming manager. The planner will collaborate with internal and external partners to develop comprehensive long‑range transportation system solutions, implement projects for the TGM program, coordinate programs, evaluate grant applications, develop agreements, manage grant compliance, negotiate with consultants and agencies, assist with scopes of work, review draft plans, manage regional long‑range planning projects, and review development proposals.
Occasional after‑hours work and travel around the region and state are required. Hybrid work is available up to two days per week.
- Support transportation growth management goals and objectives, set priorities and allocate resources within the region.
- Communicate program objectives with local communities and help them understand program and grant requirements.
- Evaluate and award transportation growth management grant applications.
- Develop transportation growth management agreements, scopes of work and work order contracts to deliver projects, and complete project closeout for grants and contracts.
- Manage and monitor progress on grants for compliance with policies, procedures, timelines and grant terms.
- Negotiate with consultants and local agencies on cost breakdown and recommend invoice approval for consultant payments.
- Assist local agencies in developing scopes of work for transportation system planning preparation.
- Review draft plans for compliance and analyze the impact of policy decisions and legislation for planning projects.
- Manage regional long‑range planning projects.
- Review development proposals.

- Six years of planning experience related to the job, or
- A bachelor’s degree in urban or regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field AND three years of progressively responsible planning experience related to the job.
- A master’s degree in a relevant discipline may substitute for one year of experience.
- An equivalent combination of relevant education, training, and experience.
- Driving is an essential function. Valid U.S. driver license, acceptable driving record. License not required in Oregon.
- Knowledge and experience of transportation and planning concepts.
- Experience working and collaborating with internal and external partners on politically delicate topics.
- Excellent communication skills.
- Experience interpreting state and federal rules and regulations.
- Experience scoping, leading teams and managing planning contracts and agreements to successful outcomes.
