Position: Corrective Action Coordinator (Compliance Specialist 3)

Overview

The Oregon Department of Human Services is an Equal Opportunity Employer seeking a Compliance Specialist 3 to join the Office of Developmental Disabilities Services (ODDS) – Licensing Unit / Corrective Action Unit. The role supports regulatory oversight of agencies providing services to individuals with intellectual and developmental disabilities (I/DD).

Responsibilities
  • Review protective services investigations, complaint investigations, and licensing reports to assess whether sanction activity is warranted.
  • Ensure compliance with Senate Bill 136 and federal regulations by identifying non-compliant entities and recommending appropriate corrective actions or sanctions.
  • Analyze the relevance and adequacy of evidence in complaint reports to determine whether it meets the threshold for enforcement action.
  • Contribute to decision-making regarding the type and scope of corrective measures to be applied.
  • Develop and maintain metrics demonstrating provider compliance with Oregon Administrative Rules (OARs).
  • Identify improvement opportunities for providers and services and monitor health and safety trends for individuals in services.
  • Collaborate with ODDS licensing teams, other units, and case management entities statewide.
  • Work independently and with a small team in a fast-paced environment to support regulatory oversight of licensed or contracted providers.
Minimum Qualifications
  • Five years of experience conducting administrative research that includes compiling and evaluating facts to recommend management action or determine compliance or eligibility with program guidelines and regulations.
  • Three of the five years must be above the technical support level.
  • College-level coursework may substitute for experience at 45 quarter units per year, up to a maximum of three years.
Essential Attributes
  • Experience interpreting and applying Oregon laws, administrative rules, policies, and regulatory requirements to evaluate compliance and determine actions.
  • Experience with intellectual and developmental disabilities services, regulatory compliance, investigations, or related human services programs to analyze complex information and resolve issues.
  • Strong analytical and critical thinking skills with attention to detail.
  • Effective verbal and written communication, with ability to collaborate with internal partners, service providers, stakeholders, and community partners.
  • Strong organizational and time-management abilities to manage multiple priorities and maintain documentation.
  • Ability to work independently and collaboratively in a fast-paced environment with professionalism, adaptability, and sound judgment.

Working Hours and Conditions:
Monday–Friday, 8:00 a.m. – 5:00 p.m. PST. Hybrid work format with both in-office and remote work; occasional travel within the state; occasional overnight travel may be required. In-person reporting to Salem may be necessary for certain needs.

Background Checks: A criminal history/background check will be conducted for finalists. Adverse history may disqualify. I-9 verification and E-Verify are required. The department does not offer visa sponsorship.
