Role

Summary:

The Maintenance Permit Coordinator/Housing Specialist supports the Governor's Housing Initiative, serving as the single point of contact for the initiative, coordinating with permit staff, and developing and implementing legislative concepts, administrative rules, programs, policies, and agreements related to housing and utility permits. This role also facilitates coordination with ODOT’s Maintenance Guide and works with statewide committees.

Responsibilities
  • Serve as the sole point of contact for programs related to the Governor’s Housing Initiative.
  • Assess current and proposed administrative rules to identify potential barriers to housing.
  • Represent ODOT on statewide committees related to the expansion of housing.
  • Coordinate, develop, draft, and implement legislative concepts, administrative rules, programs, policies, and agreements related to housing initiatives.
  • Develop and revise guidelines, procedures, tools, and training to guide the permitting process.
  • Maintain the Permit Manual for ODOT permit staff.
  • Provide advice and guidance for the issuance of utility and miscellaneous permits.
  • Analyze regulations such as ORS 374.305 and OAR Chapter 734, Division
    55 and department policies to advise Division, Region and District Managers on activities allowed on highway right‑of‑way permits, including utility facilities, parades, special events and other miscellaneous activities.
  • Review, track, and analyze legislative bills for program and fiscal impacts.
  • Maintain and update schedules for relevant Maintenance Guide sections and Operational Notices.
  • Work in a standard office environment with required travel.
  • Participate in a hybrid work schedule of up to three days per week.
Qualifications
  • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification; or a bachelor’s degree in business, public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills, plus four years of professional‑level evaluative, analytical, and planning work.
  • Experience independently interpreting and communicating rules, laws, policies, decisions, and procedures to others in a manner that ensures comprehension and compliance.
  • Excellent verbal and written communication skills.
  • Experience developing and maintaining collaborative and customer‑service based working relationships with all levels of staff, the public, and other agencies.
  • Experience applying influence thoughtfully to achieve measurable results, improve processes, and support organizational priorities.
