2). This vital role plays a key part in ensuring the health and safety of licenses and the public.

The Investigator (Compliance Specialist
2) supports consumer protection and regulatory compliance by conducting thorough investigations of complaints related to licensed individuals and facilities governed by HLO-administered boards, councils, and programs. Through comprehensive investigative work and detailed reporting, this position helps guide enforcement decisions and uphold Oregon’s licensing standards.

As an Investigator, you will conduct investigations, gather and analyze evidence, interview involved parties, prepare detailed reports, recommend enforcement actions, and testify in administrative hearings. You will also provide compliance guidance, collaborate with regulatory partners, identify trends, and help shape policy improvements — all while maintaining professionalism, integrity, and independence in support of public safety.

Four years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level.
