Overview

We are hiring a project portfolio manager in our information systems (IS) Project and Portfolio Management Office. In this role you will be a senior level contributor managing a collection of projects and programs that form a group of related information technology (IT) investments aimed at achieving strategic objectives for the agency. You will operate as a cross‑functional partner to bridge strategic vision and execution by optimizing resources, stewarding projects, driving IT portfolio transformation and ensuring IT investments align with business priorities to deliver maximum value.

Responsibilities
  • Collaborate across business and technology functions to monitor dependencies and provide centralized visibility across initiatives.
  • Provide quality control over project management deliverables such as the charter, scope, risk and issue logs, project change management, organizational change management and project management plans.
  • Guide and support project managers through project oversight processes and procedures, ensuring successful delivery of project tasks, deliverables and artifacts.
  • Track and monitor resources assigned to projects in the Information Systems portfolio.
  • Ensure projects follow established processes and procedures.
  • Report on project performance and facilitate leadership engagement.
  • Mentor and support staff; identify opportunities for process improvement and innovation.
  • Assist with prioritization of agency division IT project portfolio(s).
  • Identify and manage risks and issues that impact the portfolio and coordinate resolutions.
  • Work in a typical office environment with hybrid work options available; occasional onsite work may be required.

Minimum Qualifications
  • Six (6) years of information systems experience in IS Project Portfolio Management.
  • An associate's degree in computer science, information technology, or related field; OR completion of a two (2) year accredited vocational training program in information technology or related field; AND four (4) years of information systems experience in IS Project Portfolio Management; OR a bachelor's degree in information technology, computer science, or related field; AND two (2) years of information systems experience in IS Project Portfolio Management;

    OR a master's degree in information technology, computer science, or related field may substitute for all the above.

  • Demonstrated experience operating as a project portfolio manager leading portfolio planning cycles and ensuring alignment with organizational strategy.
  • Demonstrated experience operating as a project manager leading and delivering strategic IT projects and initiatives.
  • Facilitative communication skills, engaging executives and other leaders.
  • Demonstrated commitment to standards and practices that advance quality in project delivery and the ability to work with others to improve standards across an organization.
  • Demonstrated experience performing portfolio risk, resource and capacity management activities to maximize value and benefits from projects and programs within a portfolio.
  • Experience leveraging data and reporting to facilitate and provide decision makers with insights around portfolio performance or health.
  • Understanding of project management methodologies (Waterfall, Hybrid, SAFe, Scrum, Kanban) and certifications (PMP, PGMP, PRINCE2, Prosci, Six Sigma).
