The IE Project has an urgent need for a tester to support data conversion on site in Salem Oregon.

The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Department of Human Services (DHS). OIS provides the technology systems and services that support more than 11,000 OHA and DHS agency staff at local offices and facilities around the state. These systems and services help the two agencies determine client service program eligibility;

provide medical, housing, food and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and state hospital facilities; and promote and protect the state public health.

OIS provides management support for OHA and DHS IT projects, systems architecture, databases, IT asset and change management. OIS also coordinates network and computing operations with the Oregon State Data Center.

The Integrated Eligibility (IE) Project and associated sub-projects (Legacy, Disaster Recovery, Data Conversion) are large bodies of work and are collectively Oregon's largest active IT project. These projects utilize staff from multiple agencies, as well as multiple contractors. Further, there are overlapping priorities from other DHS and Oregon Health Authority (OHA) projects, and ongoing maintenance and operations work.

IE is an expansion of Oregon's Affordable Care Act Compliant Modified Adjusted Gross Income (MAGI) Medicaid eligibility determination system, called OregONEligibility (or ONE) for the Oregon Health Authority (OHA). The IE Project goal is to have a single system where an Oregonian can express information about themselves and members of their household and be determined eligible for multiple health and human service programs - both DHS and OHA programs.

At the end of the IE Project, Oregonians should be able to apply online for benefits seven days a week and caseworkers should be able to focus on the care coordination activities for clients rather than on data entry across multiple systems.

The IE Project Office has identified gaps in needed expertise to successfully implement the Project. Time is of the essence to meet tight deadlines on an aggressive schedule. We need support with comprehensive side by side testing of the data converted from legacy applications to the IE system.

The testing specialist will provide much needed collaboration and coordination of testing efforts with team leads and other OIS staff.

REQUIRED:
Meets minimum requirements as defined in the MSP rate card:
Responsibilities include developing and executing software tests and documenting results in order to ensure software runs smoothly and effectively. May involve troubleshooting issues and debugging software. May require a bachelor's degree and at least nine years or equivalent experience in a related area. Familiarity with standard concepts, practices, and technologies in the field.

Bachelor's Degree or higher in Computer Science, or related discipline

equivalent work experience.

> SQL query writing experience required, with experience using SQL to validate data conversion preferred.

Ability to parse/manipulate data using Excel.

Ability to interpret customer requirements, data mapping/transformation logic, business rules and document edits to testing side by side (Legacy to Web App) testing guides.
>
Ability to meet deadlines and perform under pressure.
>
Data Conversion and/or Dept of Human Services (DHS)/ Oregon Health Authority/Medicare/Medicaid/CMS industry experience preferred.
