Individuals in this position have demonstrated experience in the standard concepts, practices, and deliverables related to Business Analysis in support of software development projects. Understands how to gather and document requirements. Has a working knowledge of the software development lifecycle. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Some familiarity with the use of standard market Testing tools.

May require a bachelor's degree in a related area and at least 6 years or equivalent experience in the field or in a related area.

The purpose of this request is to procure Business Systems Analysis services for ODOT Technical Services Branch (Systems Support and Data Management Section). The primary tasks the contractor will perform are as follows:
  • Analyze the various ODOT Highway systems, processes, databases and document the AS-IS and TO-BE business processes and technology.
  • Collaborate with Business customers about their needs, requirements, and recommend design solution alternatives to ODOT IT and Leadership.
  • Provide unit, system, and user acceptance testing documentation and support, including Test Plan creation.
  • Provide ODOT Technical Services business Opportunity Evaluation assessments. This requires discovering and documenting customer concepts of potential systems in the future.
  • Provide high-level data analysis and data modeling to support the management of ODOT's asset data.
  • This engagement primarily would focus on the implementation of solutions related to Asset Data Management and systems supporting ODOT's ADA compliance.
Project Management support may be required at various stages of the project.

• Ability to communicate clearly verbally and in writing.

• Demonstrated capability to interact with customers, clearly understand customer needs and document those needs.

• Understand System Development Lifecycle methodology. Specifically Requirements Management, Data Management, Functional Specification writing, Test Plans, all forms of testing procedures, and end user training delivery.

• Ability to create and review programming logic structures.

• Has experience with requirements management and perform analysis within source code (PLSQL or T-SQL) if needed.

• Understanding of Asset Management Systems is highly desirable.

• Must have experience with SQL and Database applications

• Must have basic knowledge of Project Management skills.
