Job Description
We are seeking a strategic enterprise leader to stand up and mature the cost and controls governance function across OCI’s global data center delivery portfolio. This role will establish the enterprise-level frameworks, standards, operating rhythms, and governance mechanisms that enable scalable, predictable, and transparent delivery execution across rapidly expanding construction programs.
This leader will operate within the Chief of Staff organization and partner closely with Delivery, Operations, PMO, Finance, E2E, Procurement, Design, and Regional leadership to improve portfolio visibility, reporting consistency, escalation discipline, and operational predictability.
ResponsibilitiesCore Responsibilities
- Define and implement enterprise-wide cost and controls governance standards across OCI construction programs
- Establish standardized frameworks for:
- cost reporting
- forecasting
- baseline management
- schedule governance
- change management
- escalation thresholds
- risk tracking
- Develop governance structures that improve delivery predictability, executive visibility, and operational accountability
Portfolio Visibility & Executive Reporting
- Develop portfolio-level reporting frameworks and executive dashboards across regions and campuses
- Standardize KPI definitions, reporting structures, and performance measurement methodologies
- Consolidate enterprise-level trends, risks, variances, and forecasting insights for executive leadership
- Partner with Business Operations and PMO teams to reduce manual reporting burdens and improve data transparency
Operational Standards & Process Maturity
- Drive consistency across programs through standardized project controls methodologies, templates, and operational expectations
- Establish scalable governance models supporting both current colo delivery and future ground-up construction programs
- Lead initiatives to improve controls maturity, forecasting accuracy, and execution discipline across the portfolio
- Develop standardized WBS/SOV structures and portfolio-level controls best practices
- Define enterprise change governance processes across schedule, scope, design, and cost impacts
- Establish escalation criteria, approval thresholds, and accountability models for critical delivery issues
- Partner cross-functionally to improve responsiveness and reduce friction during issue resolution
- Improve predictability by driving disciplined baseline management and change control practices

- Ensure alignment between enterprise governance expectations and operational execution realities
- Identify systemic gaps, organizational inefficiencies, and recurring execution breakdowns across the business
- Identify opportunities to automate reporting, forecasting, and controls processes
- Reduce manual reporting effort through process simplification and standardization
- Support development of scalable data and reporting infrastructure in partnership with analytics teams
- Drive continuous improvement initiatives focused on speed, accuracy, transparency, and operational efficiency

- Increased consistency in cost and schedule governance across programs and campuses
- Improved executive visibility into portfolio health, forecasting, and delivery risk
- Reduction in manual reporting effort and reporting inconsistencies
- Improved forecasting accuracy and escalation responsiveness
- Standardized controls frameworks adopted across OCI construction programs
- Increased operational maturity and delivery predictability at scale

Range and benefit information provided in this posting are specific to the stated locations only.
US:
Hiring Range in USD from: $120,100 to $251,600 per annum. May be eligible for bonus, equity, and compensation deferral.
