Serving as the subject matter expert and data lead for the Rural Health Transformation Project (RHTP), this role leads the administration, management, and monitoring of both qualitative and quantitative data to support project goals and CMS reporting requirements. The Data Lead develops systems for reliable data access, collaborates across HPA and other OHA divisions to identify and collect data, and guides data collection strategies, including surveys, interviews, focus groups, and administrative data.
Responsibilities include developing and implementing monitoring strategies, overseeing data quality and validation, fulfilling internal and external data requests, and supporting the development of reports, metrics, data visualizations, and actionable insights. The Data Lead works closely with RHTP program, policy, and operational staff to ensure compliance with CMS monitoring requirements and provide data expertise for other HPA monitoring priorities.
- Lead administration and monitoring of RHTP data, both qualitative and quantitative.
- Develop systems to ensure reliable access to data.
- Coordinate data collection strategies such as surveys, interviews, focus groups, and administrative data acquisition.
- Develop and implement monitoring strategies and data quality validation processes.
- Fulfill internal and external data requests and support reporting, metric development, and data visualizations.
- Provide data expertise to support project and agency monitoring priorities.
- Collaborate with cross‑functional teams, external partners, and executive leadership to achieve shared program goals.
A bachelor's degree in any discipline with at least six‑quarter units in statistics or quantitative analysis methods, and three years of experience using computerized applications for data gathering, compiling, and analysis, producing narrative or statistical reports, including two years of coordinating complex research projects; OR
Five years of research experience using computerized applications for data gathering, compiling, and analysis, plus two years of coordinating complex research projects.
Desired Attributes- Demonstrated expertise in health care policy and program evaluation, including design and implementation of qualitative, quantitative, and mixed‑method evaluation methodologies.
- Extensive experience using health care data to develop performance metrics, monitor outcomes, and produce dashboards, scorecards, and other reporting tools.
- Advanced proficiency in data visualization and business intelligence tools such as Power BI, Tableau, SharePoint BI, or comparable platforms.
- Demonstrated ability in collecting, analyzing, and interpreting complex data, including equity‑related data such as Race, Ethnicity, Language, and Disability.
- Proven experience leading complex projects with multiple priorities, managing timelines, deliverables, contracts, and responding to evolving business needs.
- Collaboration skills demonstrated through successful partnerships with cross‑functional teams, external partners, and executive leadership.
- Exceptional communication abilities, including synthesizing complex information into clear reports and recommendations for technical and non‑technical audiences.
- High level of independent work with minimal supervision, sound judgment, exceptional organization, and attention to detail.
- A master’s degree in Public Health, Public Administration, or a closely related field.
- Experience with healthcare administrative claims data, particularly Medicaid data.
- Experience working in Oregon state government or other public sector organizations.
- Extensive knowledge of computer concepts, applications, programming languages such as SQL, and statistical or quantitative analysis software such as R or SAS.
