  • Serve as a User Acceptance Testing (UAT) Business Subject Matter Expert (SME) for the Marketplace modernization project.
  • Provide advanced UAT support for eligibility, enrollment, and Marketplace operations.

Scope of Work
  • Serve as a User Acceptance Testing (UAT) Business Subject Matter Expert (SME) for the Marketplace modernization project.
  • Provide advanced UAT support for eligibility, enrollment, and Marketplace operations.
  • Validate that system functionality aligns with business requirements, policies, and operational processes.
  • Collaborate with business, product, technical, and vendor teams in Agile and traditional project environments.
  • Act as a subject matter expert in:
    • Test planning
    • Test design
    • Test execution
    • Defect management
    • Continuous process improvement
Key Responsibilities
  • Review and analyze:
    • Business requirements
    • User stories
    • Use cases
    • Process flows
    • Acceptance criteria
  • Maintain and update the Requirements Traceability Matrix (RTM).
  • Design, develop, and maintain:
    • UAT test cases
    • Test scenarios
    • Test suites
    • Test data
  • Develop and contribute to UAT test plans including:
    • Testing scope
    • Testing approach
    • Environments
    • Schedules
    • Resource planning
    • Risk assessments
  • Execute manual UAT testing and document:
    • Test evidence
    • Results
    • Validation outcomes
    • Issues and discrepancies
  • Participate in test case review sessions.
  • Identify automation opportunities and collaborate with automation engineers.
  • Perform regression testing and validate defect fixes.
  • Conduct exploratory testing and ad-hoc validation.
  • Log, track, and retest defects using JIRA.
  • Perform integration testing across:
    • Systems
    • APIs
    • Interfaces
    • Services
  • Support:
    • Performance testing
    • Security testing
    • Accessibility testing
  • Prepare and manage test data for UAT cycles.
  • Validate UAT readiness, including:
    • Requirements
    • Environments
    • Test tools

  • Participate in defect triage sessions.
  • Assist in prioritizing defects based on:
    • Severity
    • Business impact
    • Risk
  • Mentor and support business SMEs participating in UAT.
  • Develop UAT:
    • Best practices
    • Templates
    • Documentation
    • Training materials
  • Prepare daily and weekly test status reports and metrics.
  • Participate in Agile ceremonies, including:
    • Sprint Planning
    • Backlog Refinement
    • Daily Stand-ups
    • Sprint Reviews
    • Retrospectives
  • Support release readiness assessments and Go/No-Go decisions.
  • Collaborate with automation teams and learn automation concepts where applicable.
  • Identify opportunities to improve UAT processes and cross-team collaboration.
  • Validate end-to-end business workflows from a business SME perspective.
  • Ensure system outputs comply with Marketplace policies, operational workflows, and regulatory requirements.
Required Skills & Experience
  • Strong knowledge of:
    • User Acceptance Testing (UAT)
    • Software Development Life Cycle (SDLC)
    • Agile/Scrum methodologies
  • Experience analyzing business and technical requirements.
  • Ability to translate requirements into comprehensive UAT test cases.
  • Experience designing and executing complex test scenarios.
  • Hands-on experience with:
    • Azure Dev Ops
    • JIRA
    • Test management tools
    • Defect tracking tools
  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to communicate effectively with both technical and non-technical stakeholders.
  • Strong organizational and time management skills.
  • Ability to work independently with minimal supervision.
  • Knowledge of:
    • Accessibility standards (WCAG)
    • Security testing fundamentals

Marketplace Domain Expertise
  • Deep understanding of Health Insurance Exchange (HIX) operations.
  • Experience with:
    • State-Based Marketplaces (SBM)
    • State-Based Marketplace using the Federal Platform (SBM-FP)
  • Strong knowledge of:
    • ACA Marketplace policies
    • Eligibility and enrollment processes
    • Plan management
