- Develop and execute long‑term modernization strategies aligned with divisional goals, including rolling five year IT system plans and business application roadmaps.
- Manage cross‑functional program portfolios, balancing priorities and resources across business units, technical teams and external partners to ensure successful delivery of modernization initiatives.
- Direct business and system analyses to assess performance, identify improvement opportunities and inform budgetary and modernization decisions.
- Prepare and administer biennial and annual budget estimates for modernization efforts, ensuring financial compliance and resource alignment.
- Oversee procurement activities, including vendor selection and implement prioritization framework to support strategic objectives and agency‑wide alignment.
- Direct the adoption of emerging technologies to enhance data collection, compliance monitoring and operational efficiency.
- Monitor modernization efforts for compliance with federal and state regulations, including transportation safety, data privacy and financial reporting.
- Supervise and mentor staff. Oversee recruitment efforts and workforce planning and promote a collaborative, performance‑based work environment.
- Serve as a key representative in agency councils, data governance teams and technology steering committees to advocate for divisional interests.
- This position is eligible for hybrid work 2 days per week. Some travel is required.
