The roleWe are seeking a senior‑level project manager to oversee the development and implementation of critical Road Usage Fee (RUF) business projects from concept to completion. Operating within a highly matrixed structure, the successful candidate will:
- Lead interdisciplinary teams composed of staff, vendors, and consultants.
- Direct, schedule, scope, budget, and manage a portfolio of highly complex, high‑risk projects.
- Ensure the formation and operationalization of new programs integrated into ODOT’s enterprise and funding portfolio.
- Facilitate hybrid work arrangements; this limited‑duration appointment ends on or before December 31, 2027 and may become permanent.
- Direct interdisciplinary teams in executing complex program development, defining project scope, establishing milestones, and allocating resources.
- Define and control project scopes, securing leadership approval and managing change requests through formal project management practices.
- Develop and track detailed project schedules, coordinate with resource managers, mitigate task dependencies, and prevent schedule slippage.
- Forecast, monitor, and manage project budgets, controlling expenditures and documenting plan modifications.
- Administer high‑value contracts by reviewing deliverables, monitoring vendor performance, and managing contractor relations.
- Lead procurement life cycles, author statements of work, evaluate technical proposals, and negotiate to secure project resources.
- Oversee comprehensive project planning, scope management, and risk mitigation.
- Direct ODOT staff and consultants while maintaining quality control processes.
- Work in an office environment requiring extended stationary periods; occasional travel may include overnight or out‑of‑state assignments.

- Seven years of professional‑level experience related to the class concept.
- OR two years of professional‑level experience AND a Project Management Professional certification.
- OR four years of professional‑level experience AND a bachelor’s degree in business administration, management, public administration, or a closely related field.
- OR six years of professional‑level experience AND an Oregon Project Management Associate certification.
- Demonstrated success managing large, complex projects and delivering results on time and within scope.
- Experience guiding and coordinating project teams to achieve established goals and objectives.
- Experience implementing continuous improvement strategies to enhance project performance.
- Current PMP certification or a comparable project‑management credential.
- Experience implementing fee‑based transaction programs and systems in a public service environment, including both heavy business process change and system change.
