The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the Oregon Occupational Safety and Health Division (Oregon OSHA). Oregon OSHA is responsible for assuring safe and healthful working conditions for Oregon workers through promulgation and enforcement of Occupational Safety and Health Regulations, and by providing education and consultation to employees and employers.

This is a management service position and is not represented by a union.

This position is eligible to telework on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.

Here’s What You Will Do

As the Appeals Manager, you will direct and oversee the work of professional, technical and support staff in the Appeals Section.

Duties include:

  • Monitoring the activity of the unit including appeals costs, appeals rates, settlement metrics and other indicators of program performance.
  • Managing and fostering external relationships with Oregon OSHA’s stakeholders and Federal OSHA staff in the San Francisco Region.
  • Overseeing the contested case process of the enforcement program including processing the appeal request, providing opportunities for a conference with the employer which may result in a settlement, evaluating consistent statewide interpretation of rules and policies, and coordinating with the Department of Justice to provide guidance on Oregon OSHA’s position on cases in front of the Administrative Law Judge at the Worker’s Compensation Board.

Minimum Qualifications

Here’s what you need to qualify:

  • Five years of lead work, supervision, or progressively related experience;

OR

  • Two years of related experience and a bachelor's degree in a related field.

  • Demonstrated knowledge of Oregon OSHA or federal OSHA rules
  • Experience working with the Department of Justice or Worker’s Compensation Board.
  • Commitment to maintaining positive working relationships, respectful workplace practices, and supporting a diverse and inclusive work environment
  • Strong skills in organizing work efficiently across teams or groups and managing staff who have multiple tasks with interruptions or priority changes as well as managing a heavy workload with competing deadlines
  • Experience organizing or assigning work activities and projects, managing multiple programs or teams, monitoring workflows, or evaluating work products
  • Experience in mentoring or developing staff members, interpersonal communication, professional writing, and public speaking
