The Oregon Youth Authority (OYA) is seeking a strategic, seasoned executive to serve as Deputy Director of Administration — a member of the OYA Executive Leadership Team responsible for the agency’s business operations, budget, and organizational strategy. Reporting directly to the OYA Director, this position leads the Business Services Division, overseeing Human Resources for approximately 1,000 employees, an agency-wide Information Services function that includes a 36-county, $30 million information system modernization project, Physical Plant Operations for nine 24/7 statewide facilities, and Financial Services for the agency’s biennial budget.
The Deputy Director partners with the Director, the Department of Administrative Services, the Governor’s Office, and the Legislature to shape agency policy, resolve complex operational challenges, and advance OYA’s mission of holding youth accountable while providing safe, evidence-based opportunities for rehabilitation. This is an opportunity to lead at the highest levels of Oregon state government, mentor future leaders, and champion transparency and equity across a mission-driven organization.
What You Will Be Doing:
Provide executive leadership for agency-wide strategic planning, policy direction, and risk mitigation — serving as Lead Operating Officer alongside the Director and Executive Leadership Team.
Direct the agency’s $560M biennial budget development, execution, and legislatively required reporting.
Set direction for the Business Services Division — Finance, HR, Information Services (including the JJIS modernization project), Physical Plant Operations, Internal Audit, and Public Affairs/Government Relations.
Directly supervise Business Services Division managers and provide administrative oversight of the Internal Auditor function.
Apply OYA’s equity lens to identify and address systemic barriers in agency decisions, projects, and practices, including impacted communities in decision-making.
