The Columbia River Correctional Institution (CRCI) is seeking a highly qualified professional leader to serve as the Institution Security Manager (ISM). This position provides critical oversight of institutional security operations, ensuring compliance with all applicable laws, directives, and standards. The ISM is responsible for guiding the institution’s security mission, supporting staff development, and ensuring the safety and well-being of AICs, employees and volunteers.

This position is available for current regular status employees of the Oregon Department of Corrections or Oregon Corrections Enterprises.

About The Job – Your Role

As the Institution Security Manager, you will oversee all security functions at CRCI, providing strategic direction and daily leadership to Lieutenants, Sergeants, Officers, IWP staff, and other assigned areas. You’ll serve as a trusted advisor to the Superintendent, fill in as acting Superintendent as needed, contribute to the Institution Executive Management Team, and play a critical role in statewide security management initiatives.

You’ll Do Supervision/Management
  • Recruit, coach, and evaluate security supervisory staff while establishing clear performance standards.
  • Lead investigations involving staff and AICs and support appropriate disciplinary processes.
  • Oversee training and development to maintain a professional, capable security workforce.
  • Foster a respectful and professional work environment built on courtesy, teamwork, and integrity.
Administration
  • Monitor budgets, approve operational purchases, and support long‑range staffing and institutional planning.
  • Coordinate AIC work programs, counseling services, orientation, transitional services, religious services, and volunteer activities.
  • Collaborate with the Institution Management Team to identify issues and implement operational solutions.
Operational
  • Manage and evaluate security operations to ensure compliance with laws, directives, ACA standards, and agency expectations.
  • Serve as Officer‑in‑Charge as needed to ensure continuity of operations and mitigate overtime.
  • Act as Commander during emergency response situations and support development of the Emergency Response Plan.

This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Minimum Qualifications

Five years of lead work, supervision, or progressively related experience;

OR

Two years of related experience AND a bachelor’s degree in a related field.

Special Qualifications

Be able to obtain, within two weeks, an Oregon Department of Public Safety Standards and Training (DPSST) Correctional Certificate OR a Correctional Certificate from another government agency.

Requested Skills
  • Advanced experience supervising and evaluating staff in a structured or chain‑of‑command organization, including assigning work, reviewing performance, and supporting professional development.
  • Proven track record of ensuring security operations meet statutory requirements, administrative directives, ACA standards, and institutional policies, measured through audits, inspections, and corrective action follow‑through.
  • Proficiency in conducting complex investigations, including leading administrative or criminal investigations and producing accurate, timely incident reports used for official review.
  • Demonstrated skill in overseeing program resources, including staffing schedules, procurement, budget monitoring and equipment oversight.
