The Oregon State Hospital is currently seeking a Director of Organizational Strategy and Development. The Director of Organizational Strategy and Development leads the transformation of Oregon State Hospital into a purpose-driven forensic psychiatric institution, translating executive vision into actionable initiatives that improve safety, treatment quality, workforce readiness, and compliance. The role oversees public policy development, major projects, hospital operations governance, and executive reporting while guiding teams that execute these efforts across the organization.

The director evaluates the impact of priority initiatives on achieving strategic goals, directs key public policy and organization-wide changes, advises leadership on strategy and risk, and ensures hospital priorities are clearly defined, aligned, and delivered from initiation through completion.

What We Are Looking For

Minimum Qualifications:

These qualifications must be reflected in your application for consideration.

Five years of management experience.

ORTwo years of management experience and a Bachelor’s degree in a related field.

Five years of management experience in a health care setting.

Ability to quickly assess the current state and design clear, actionable strategies that drive meaningful future-state transformation.

Strong change management skills with the ability to lead people, processes, and systems through complex organizational transformation while maintaining clarity, stability, and forward momentum.

Ability to stay focused on long-range goals while adapting quickly to changing priorities and organizational needs.

Healthcare operational experience with strong process improvement skills to optimize systems and outcomes.

Able to mentor others and develop leadership skills while effectively guiding the team.

Ability to clearly communicate with clinicians at all levels, building trust, alignment, and understanding from frontline staff to senior medical leadership.

Working knowledge of effective care handoffs to ensure continuity, safety, and clear communication across clinical teams.

Strong understanding of healthcare policy and regulatory requirements, with the ability to apply them effectively to organizational operations and decision-making.
