Youth Facility Supervisor 2 – Living Unit Manager

The Oregon Youth Authority (OYA) is seeking an experienced and decisive leader to manage the daily operations and logistics of a 24/7 close-custody living unit while supporting the Superintendent in the overall operation of a youth correctional facility. The Living Unit Manager position supervises and develops staff responsible for the safety, security, supervision, and treatment of adjudicated youth, including youth from OYA and the Department of Corrections.

The successful candidate will have demonstrated experience working with high-risk youth; coaching, counseling, and developing staff; creating and implementing effective programming and processes; and working flexible shifts to meet the needs of a 24/7 correctional environment. This role requires sound judgment and confidence making significant decisions that impact facility operations, along with the ability to ensure accountability, follow-through, and compliance with policy and standards.

The ideal candidate demonstrates a commitment to continuous learning and developing their knowledge base, supports strategic planning and budget development, oversees performance management, Performance-based Standards (PbS), and Prison Rape Elimination Act (PREA) compliance, and performs Officer-of-the-Day duties as the senior manager in charge.

Desired Attributes
  • Experience working effectively with high-risk youth in a correctional, residential, or other structured setting.
  • Supervisory experience, including coaching, counseling, mentoring, and developing staff.
  • Experience developing and implementing programs, processes, and operational practices, with a strong focus on accountability and follow-through.
  • Demonstrated ability and willingness to work varied shifts to meet the operational needs of a 24/7 correctional facility.
  • Sound judgment and confidence in making significant decisions that may impact facility operations.
  • Commitment to continuous learning and professional development, including expanding knowledge and skills relevant to the position.
Minimum Qualifications
  • Four Years of lead work, supervision, or progressively related experience;

OR

  • One year of related experience and a Bachelor’s degree in a related field
Special Qualifications

Driving is an essential function of this position. A valid driver’s license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

Required Skills
  • Must demonstrate cultural competence and interact with youth and staff with sensitivity, respect, and awareness of diverse cultural, ethnic, racial, and religious backgrounds.
  • Ability to maintain the confidentiality of youth records and protect sensitive personnel information.
  • Required to develop and maintain proficiency in computer technology and the agency’s Juvenile Justice Information System (JJIS).
