- Lead and implement work supporting transitions from hospitals and intensive residential treatment settings into safe, stable, community-based care
- Guide a team coordinating timely, responsive services for individuals across Oregon
- Strengthen Oregon’s adult residential treatment system through initiatives developed by the Governor’s Office, Legislature, and OHA Executive Leadership
- Build clear pathways through levels of care and support person-centered practices
- Improve coordination across the adult behavioral health continuum
- Collaborate with Civil Commitment, Aid and Assist, and Guilty Except for Insanity process partners
- Improve program functioning, transitions, community access, long-term stability, and recovery
- Collaborate with local programs, hospitals, providers, and OHA teams to maintain connected care throughout the adult lifespan
- Lead statewide behavioral health policy development and implementation
- Oversee budgets, staff, programs, contracts, procurement, and interagency coordination
- Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field
- Ability to lead development, interpretation, and equitable implementation of statewide behavioral health policies
- Ability to analyze statutes and regulations and ensure policies align with state and federal requirements
- Skill in evaluating system needs, recommending policy changes, and determining resource requirements
Experience building community connections and leading collaborative policy-planning efforts - Ability to engage diverse groups and represent behavioral health programs in interagency settings
- Ability to lead budget development and oversight, manage administrative resources, project funding requirements, and communicate budget justifications
- Leadership experience overseeing supervisory responsibilities, including staff planning, assignment, direction, review, performance evaluations, performance issues, grievance responses, recruitment, onboarding, and management
- Ability to provide staff orientation, training, development opportunities, and performance measures
- Ability to direct and evaluate program and contract operations, monitor service quality, reallocate resources, resolve conflicts, establish reporting structures, and coordinate with agencies
- Skill in facilitating meetings, collaborative work, and inclusive procurement processes
- Employment contingent upon criminal records check and driving records check meeting OHA criteria
- Must be authorized to work in the United States; position does not provide visa sponsorship
Demonstrates expertise in leading and implementing statewide behavioral health policies, managing budgets, and overseeing program operations. Proven ability to build community connections and facilitate collaborative efforts across diverse groups and agencies.
