Position: Communications Officer – Public Affairs Specialist 2
  • Engage, educate, and inform Behavioral Health Division partners, behavioral health providers, consumers, family, and community members seeking behavioral health services.
  • Ensure cross-divisional collaboration on communication of agency policy objectives.
  • Carry out communications activities assigned by the Behavioral Health Division Director and Office of Strategic Operations.
  • Develop communication plans and processes.
  • Draft communications.
  • Maintain contact lists.
  • Support implementation of organizational strategy.
  • Incorporate health equity commitments into communication strategies and agendas.
Requirements
  • A Bachelor's Degree in Business or Public Administration, Public Relations, Marketing, Journalism, the Behavioral or Social Sciences or related degree and two years professional level experience in Public Relations or Affairs; OR five years experience directly related to the position, with two years at the professional level.
  • Demonstrated commitment to advancing health equity and ongoing development of personal cultural awareness and humility.
  • Knowledge of social determinants of health and their impacts on health outcomes.
  • Experience in public health, health care, or behavioral health issues in Oregon.
  • Working knowledge of public awareness campaigns and best practices.
  • Excellent public speaking, marketing, writing, editing, and problem resolution skills.
  • Experience serving as a public information officer or spokesperson, with knowledge of news media operations, communications, program design, project coordination, and publication development.
  • Ability to exercise independent judgment, interpret complex policies or procedures, and communicate them effectively.
  • Understanding of the role of a public agency and ability to develop and execute complex communication plans.
  • Experience developing, editing, and producing multimedia materials, including print, presentations, video, and web materials.
  • Experience creating and maintaining public-facing websites, including accessibility, usability, content updates, and coordination with technical and communications teams.
  • Current resume and complete supplemental questions required.
  • Employment contingent upon criminal records check and driving records check meeting OHA criteria.
  • Must be authorized to work in the United States; position does not provide visa sponsorship.
