Salary Range: $4,519 – $6,904

The Medicaid Division of the Oregon Health Authority is responsible for designing, developing, implementing, and improving publicly funded Medicaid programs and related health programs. The Provider Billing & Compliance Team works closely with healthcare providers to resolve billing complaints, review claims, provide technical assistance, and ensure adherence to Oregon Administrative Rules, Code of Federal Regulations, and state and federal regulations. In this role you will protect program integrity by researching complex eligibility, provider enrollment, and claims issues;

applying regulations; resolving discrepancies; guiding providers; and rendering formal compliance determinations.

Minimum Qualifications
  • Bachelor’s degree in Business, Public Administration, Behavioral or Social Sciences, or a related field, OR
  • Three years of technical‑level experience that meets the knowledge and skill requirements for the classification, OR
  • Any combination of education and experience equivalent to three years of technical‑level experience.
Desired Attributes
  • Knowledge of healthcare service delivery systems, particularly Oregon Health Plan (OHP) and Medicaid administration in Oregon.
  • Experience analyzing, interpreting, and applying Medicaid regulations, including OARs and ORS.
  • Background in Medicaid Fee‑for‑Service billing and Coordinated Care Organizations (CCOs) and experience resolving complex claims, eligibility, enrollment or compliance issues.
  • Analytical skills to synthesize quantitative and qualitative information, identify trends, and support operational decision‑making.
  • Ability to foster constructive cross‑team relationships, facilitate communication, and support continuous improvement.
  • Strong oral and written communication skills across diverse audiences.
  • Experience managing multiple priorities, exercising sound judgment, and meeting deadlines in a fast‑paced, highly regulated environment.
Preference Statement
  • Preference for candidates who can read, write, and speak English and Spanish, or another common language in Oregon such as Chinese, Russian, or Vietnamese.
