Overview

The Oregon Department of Corrections Transport Unit is recruiting one full-time permanent Transport Lieutenant in the Umatilla Transport Office. This list may be used to fill future vacancies. This position is management service and not represented by a labor union. It may be eligible for Police & Fire (P&F) benefits through the Public Employees Retirement System (PERS), as defined by statute.

Job Description

Transport Lieutenant, Correctional Lieutenant — Transport Office (Umatilla). The Transport Unit provides secure transportation to authorized locations for adults in the custody of the Department of Corrections. This role manages operational concerns of mass transfers, medical and court trips, and high-security inmate movement in alignment with prison and public safety requirements. The Lieutenant directs, supervises, and guides subordinate security staff, supports security operations, monitors staffing levels using deployment principles, and serves as a liaison between the Transportation Unit and DOC Health Services, the Department of Justice, county agencies, medical providers, and internal security operations.

The incumbent may be assigned to transportation duties involving inmates with higher-than-normal security risk. This position oversees staff deployment and time/attendance, including leave usage, absenteeism, and performance management, with emphasis on minimizing overtime while meeting operational needs. The Transport Lieutenant ensures compliance with ODOC administrative rules and multi-state standards, conducts internal audits, reviews use-of-force incidents, and directs inmate transportation for court appearances, medical appointments, and inter-facility transfers.

Responsibilities also include supervising searches, restraints, key control, firearms oversight, documentation compliance, and maintaining a professional public presence while upholding strict security protocols.

Responsibilities
  • Direct, supervise, and provide guidance to subordinate security staff; oversee security operations of the Transportation Unit.
  • Monitor unit staffing levels and deploy resources appropriately.
  • Coordinate with DOC Health Services, the Department of Justice, county agencies, medical providers, and internal security operations.
  • Conduct transportation duties involving inmates with higher-than-normal security risk as assigned.
  • Oversee staff deployment and time/attendance, including leave, absenteeism, and performance management; minimize overtime while meeting operational needs.
  • Ensure compliance with ODOC administrative rules and multi-state standards; conduct internal audits and review use-of-force incidents.
  • Direct inmate transportation for court appearances, medical appointments, and inter-facility transfers.
  • Supervise searches, use of restraints, key control, firearms oversight, documentation compliance, and uphold professional security protocols.
Minimum & Special Qualifications
  • Three (3) years of experience in a correctional-security setting with primary duties in care and custody of AICs; at least one year at the level of a Sergeant in a correctional system.
  • Ability to obtain an Oregon DPSST Correctional Certificate or a Correctional Certificate from another government agency within two weeks.
  • Ability to obtain a valid Oregon motor vehicle operator's license; CDL not required to qualify but must be able to obtain a CDL after assignment.
  • Ability to pass Range Qualifications.
Requested Skills
  • Possess and maintain a clear criminal history.
  • Able to pass an alcohol and drug test.
Preferred Skills
  • Valid and current Oregon Class B Driver’s License with Airbrake and Passenger Endorsement.
  • Compliance with all elements of Department of Corrections Contract 5321 (State Police IAA).
  • Prior experience in the Lieutenant Classification and in that capacity within the Department’s Transport Unit.
