The Oregon Department of Corrections (DOC) is seeking a highly skilled, mission-driven Correctional Institution Manager 1 to join the executive leadership team at Santiam Correctional Institution (SCI).
This position is management service; this position is not represented by a labor union. This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
About The Job – Your Role
The Correctional Institution Manager 1 reports directly to the Superintendent, serves on the Executive Management Team, and provides leadership and advice on security, safety, staffing, and institutional operations. The position oversees correctional staff, including Lieutenants, Sergeants, Corporals, and Officers; ensures compliance with laws and DOC policies; participates in hiring, investigations, employee discipline, staff development, and promotional opportunities; and supports the safety and well-being of Adults in Custody (AICs).
The position also has significant responsibility for institutional leadership and emergency management. This includes managing staff deployment, budgets and purchases, training programs, and operational policies; serving as Officer-in-Charge when needed; participating on the statewide Security Management Team; and acting on behalf of the Superintendent when necessary. In the Superintendent’s absence, the manager may assume command of emergency response, making sound decisions to maintain the safety, security, and effective operation of the institution.
Minimum Qualifications- Five (5) years of lead work, supervision, or progressively related experience; OR
- Two (2) years of related experience AND a bachelor’s degree in a related field.
- Security Operations Management – Manage and prioritize institutional security operations, staffing needs, and facility requirements.
- Supervision & Leadership – Lead, supervise, coach, and develop security supervisors, lieutenants, and assigned staff.
- Staff Recruitment & Selection – Recruit, screen, select, and retain qualified security personnel while supporting diversity, inclusion, and organizational goals.
- Performance Management – Conduct and review performance evaluations, establish performance standards, and ensure timely completion of appraisals.
- Policy & Procedure Compliance – Develop and maintain position descriptions, post orders, internal procedures, and security practices in compliance with DOC standards and audits.
- Investigations & Accountability – Initiate and review administrative and criminal investigations, evaluate evidence, and address employee and operational concerns appropriately.
- Labor Relations & Collective Bargaining – Support administration of collective bargaining agreements, contract negotiations, and management proposals related to security operations.
- Staffing, Scheduling & Overtime Management – Review timekeeping, approve leave and overtime requests, and adjust staffing assignments based on institutional needs and available resources.
- Strategic Planning & Resource Management – Analyze operational needs, establish priorities, develop short- and long-term goals, and effectively allocate available resources.
- Emergency & Operational Decision-Making – Respond to changing security needs, identify operational risks, and make timely decisions to maintain safety, security, and continuity of operations.
