As the Homeless Services Program Manager, you will lead our Homeless Outreach and Advocacy Project (HOAP) and help ensure individuals experiencing homelessness can access healthcare, behavioral health, emergency assistance, supportive services, and community resources.

About HOAP | Homeless Services

The Homeless Outreach and Advocacy Project (HOAP) has been providing services since 1986 and is a place of safety and support for adults experiencing homelessness.

HOAP’s Day Center provides hand‑up by connecting individuals experiencing homelessness with the resources, support, and skills they need to move toward more stable and healthier lifestyles.

As the Homeless Services Program Manager, you will help lead a program that meets people where they are, builds connections, and creates pathways to healthcare, supportive services, and greater stability.

What You’ll DoLead With Equity

Use cultural humility, harm reduction practices, trauma‑informed care, and an equity lens to help remove barriers to services and promote equitable access and outcomes.

Develop People

Recruit, hire, coach, supervise, and develop staff, interns, and community volunteers while creating meaningful training and competency‑development opportunities.

Create Safety and Stability

Support staff and consumers during medical emergencies, crises, and safety concerns. Help teams learn from incidents, strengthen protocols, and build confidence responding to challenging situations.

Turn Strategy into Action

Develop HOAP services in alignment with the agency's strategic plan, mission, and leadership and Board recommendations.

Build Strong Partnerships

Represent HOAP throughout the community and collaborate with healthcare teams, community organizations, Continuum of Care partners, Emergency Housing Network, law enforcement, and other stakeholders.

Own Program Accountability

Oversee grant and contract expectations, data quality, reporting, audits, inspections, documentation, chart hygiene, and program policies and procedures.

What You’ll Bring

Required Qualifications
  • Bachelor's degree in Counseling, Social Work, or Public Health
  • Experience in program management, planning, and oversight, including clinically oriented work
  • Experience with workforce management and training
