Accountant 1 – Medical Billing Specialist

Salem, OR – Equitable Center. Salary: $4,519.00 – $6,904.00.

Put your medical billing expertise to work for Oregon’s youth. The Oregon Youth Authority (OYA) is hiring an Accountant 1 – Medical Billing Specialist to manage Medicaid billing and reimbursement that directly funds treatment and services for youth in our care. The hybrid role handles Medicaid Management Information System billing, Title XIX eligibility reviews, and remittance reconciliations, ensuring accurate, compliant, timely claims.

Responsibilities
  • Review and verify medical billing codes and reimbursement rates for payments to providers.
  • Track and maintain records supporting reimbursement claims, ensuring accuracy, completeness, and compliance with audit requirements.
  • Analyze remittance advice from the Oregon Health Authority to verify accuracy, identify discrepancies, and ensure compliance with Medicaid billing and reimbursement requirements.
Minimum Qualifications
  • Certified Public Accountant or Certified Government Financial Manager certificate.
  • Bachelor’s degree in accounting.
  • Completion of the State of Oregon Accounting Career Mobility Program or equivalent certification.
  • 32 quarter (21 semester) credit hours in Accounting plus two years of para‑professional accounting experience, including classifying, analyzing, reconciling financial data, preparing statements, and interpreting laws and regulations.
Required Skills
  • Ability to work with diverse internal client groups.
  • Excellent attention to detail and typing accuracy.
  • Proficiency in Excel and other relevant software.
  • Knowledge of ICD-9/ICD-10, HCPCS, CPT coding conventions.
  • Ability to meet tight deadlines in a fast‑paced environment.
  • Maintain professionalism, confidentiality, and objectivity under pressure.
  • Understanding of medical terminology and HIPAA regulations.
  • Basic principles of governmental accounting and financial reporting.
  • Apply accounting theory to solve problems and communicate solutions.
  • Stay current with software capabilities and industry developments through training.
Desired Attributes
  • Experience with HIPAA requirements for information handling.
  • Experience with medical billing, including reviewing HCFA forms and ICD-10 coding.
  • Experience with Medicaid billing requirements, Title XIX program.
  • Experience with financial reconciliations.
  • Problem‑solving and critical thinking skills.
  • Reliable follow‑through and professional communication with internal and external partners.
