The role:

Join our team and help drive ODOT’s mission forward by managing a wide range of contracts; from personal and professional services to public improvement agreements. In this role, you’ll guide each contract from initial request through final execution, ensuring compliance with state and federal requirements while supporting our business partners across Oregon.

Most of this work may be conducted at a hybrid remote alternate worksite with full access to the needed operating systems and technology. However, there are many times that the work will be required to be performed at the Salem office building or comparable locations for in person training.

A

day in the life:
  • Plan and develop solicitations using Request for Proposals, Requests for Information, Invitations to Bid and other procurement methods.
  • Advise business partners on the best approach.
  • Conduct market research for sole source procurements and guide partners through required outsourcing analysis.
  • Collaborate with technical staff and business partners to develop specifications, scope of work and deliverables for solicitations and contracts.
  • Translate program requirements into compliant contract terms and develop final contract documents using standard procedures and templates.
  • Evaluate contracts and solicitations for performance risk, tailoring bonding and insurance requirements accordingly.
  • Lead pre‑bid conferences, respond to bidder inquiries and manage solicitation addenda and publication processes.
  • Evaluate bidder responses against selection criteria; manage the contractor selection and award process.
  • Negotiate contract terms and pricing to minimize performance risk and ensure value for services.
  • Develop and administer cooperative procurement agreements with other agencies ensuring alignment with funding guidelines and requirements.
  • Provide technical assistance, training, and guidance on procurement laws, procedures, tools, and best practices to agency staff and the vendor community.
  • Occasional travel in and out of Oregon to attend meetings, conferences and trainings as needed.
  • Work in an office environment with hybrid work options available – in office once a week for trial service and training as required and may move to once a month for all‑staff meetings or more for business needs.
