Employee. Salary Range: $8,159 – $12,658 per month (non‑PERS). PERS eligible employees receive an additional 6% increase.

The State Structure Quality Engineer travels across Oregon to visit projects, ensuring proper implementation of plans and specifications, correct handling and installation of materials, and statewide uniformity in construction and inspection practices. The engineer advises, assists, and coordinates among agency sections, regions, and consultants to support efficient communication, change analysis, and field interpretation of contract requirements.

• Identify solutions and resolve problems encountered while constructing bridges and other structures.
• Provide expert construction inspection instruction and support to inspectors and other field personnel.
• Visit all structure construction project sites frequently to monitor construction processes and issues; drive a passenger vehicle in cities and on highways statewide daily.
• Maintain professional and collaborative working relationships with field construction personnel and contractors.
• Review and inspect structure construction projects for adherence to specifications and conformance to best construction practices.
• Recommend improvements to structure designs, specifications, materials, and construction practices.
• Develop and administer the Bridge Construction Inspector Training Program; direct and/or train field personnel in inspection techniques.
• Provide technical expertise on constructability of structure designs and review construction plans and specifications prior to advertisement.
• Investigate and recommend new methods or equipment used in the construction of structures.
• Assemble and correlate data gathered from structure construction projects and prepare reports recommending changes or improvements in construction processes or designs.
• Travel extensively statewide with occasional extended workdays and night work.
• Work outdoors at project sites more than 50% of the time, with exposure to traffic, terrain, construction, and weather hazards.

• Possession of a Civil Engineering (CE) license in the State of Oregon or ability to obtain license within six months of hire.
• Possession of a Structural Engineering (SE) license in the State of Oregon or ability to obtain license within six months of hire.
• Three years of licensed experience providing the required knowledge and skills to perform the responsibilities of the position.
• If registered in another state, obtain a temporary permit to practice engineering within six months of hire.
• Valid U.S. driver license with an acceptable driving record; pre‑employment driving record check will be conducted.
• Demonstrated leadership experience and people skills.
• Skilled in a broad range of engineering principles and knowledgeable of construction practices related to bridges.
• Demonstrated ability to develop and deliver formal training related to bridge construction.

• Strong analytical and problem‑solving capabilities in bridge construction contexts.
• Experience in developing and delivering training programs.
• Ability to work independently and collaborate across multiple agency sections and contractors.
