We are seeking a Professional Learning System Specialist (Education Program Specialist
2) to join our Educator Advancement Council (EAC) team at the Oregon Department of Education. This is a permanent position represented by the Service Employees International Union (SEIU). This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources.
Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office. Occasional in-state and infrequent out-of-state travel may be necessary. A driver’s license, an acceptable driving record, a personal vehicle, or an alternative means of transportation are required for this position.
Summary
This position provides ongoing coordination of Oregon’s statewide Professional Learning System for educators, working with agency leadership, school and education service districts, and the EAC to align state-funded professional learning initiatives and grant programs. The system, including an online platform, is a central component of Oregon’s strategy to ensure equitable access to high-quality professional learning for educators across the state.
Typical Duties- Coordinate development and continuous improvement of the Professional Learning System:
Ensure alignment with statewide priorities, oversee content quality and curation, and maintain tools that support system access, performance monitoring, and evaluation of impact. - Facilitate collaboration to design and deliver high-quality learning experiences:
Engage educators and partners across schools, districts, agencies, and universities to gather input, co-develop resources, and ensure the system meets diverse regional and professional needs. - Facilitate strategic planning, communication, and integration with educator pathways and statewide initiatives.
- Support integration, guidance, and evaluation across the system:
Align the platform with key state initiatives, develop user guidance, and implement evaluation frameworks to measure effectiveness, equity outcomes, and instructional relevance statewide. - Deliver consultation, training, and capacity-building supports for effective system use:
Provide technical assistance, monitor compliance and implementation, facilitate professional learning communities, and use data and feedback to strengthen system effectiveness and resources statewide.
- Master’s degree in Education or related field from an accredited college or university.
- Five years of education experience in the specialty area under recruitment (e.g., classroom teacher, counselor, itinerant service provider), two of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in the specialty area under recruitment.
- Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience.
- An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.
- Expertise in professional learning systems and adult learning design:
Demonstrates experience with and strong knowledge of instructional technology, adult learning principles, and equity-centered approaches to design and deliver effective educator learning experiences. - Strategic thinking and policy analysis skills:
