The Community Restoration Evaluation Unit (CREU) is a unique program within the Behavioral Health Division that oversees Oregon’s statewide system for court ordered competency evaluations. CREU helps ensure that people in community restoration receive timely evaluations and that partners across the system stay connected and informed.

We are looking for a Fiscal Analyst who will guide CREU’s financial planning and daily fiscal operations. In this role, you will study financial needs, help build and manage budgets, and review spending trends so the program can make well supported decisions. You will also prepare clear financial reports, track how funds are used, reconcile data, and identify ways to improve processes.

This position supports budget changes throughout the year and works closely with state partners to resolve technical issues and keep financial plans aligned with requirements. • Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.
• OR , five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.
• OR , successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.

• Demonstrated ability to support equitable and community‑focused outcomes by maintaining transparent fiscal practices, strengthening workflow consistency, and collaborating with diverse teams to ensure reliable financial operations that benefit all communities served by CREU.
• Ability to explain complex fiscal information clearly to program leaders, internal and external partners, including preparing concise reports, budget narratives, and guidance materials.
• Skill in improving fiscal systems and processes by identifying gaps, refining procedures, and developing practical solutions that strengthen accuracy, timeliness, and overall workflow.
• Experience using financial data, trends, and feedback to guide decisions, forecast needs, and support program planning.
• Ability to build and maintain collaborative working relationships with internal partners such as finance, procurement, IT, and program teams to support smooth fiscal operations and resolve issues.
• Skill in interpreting policies, fiscal rules, and funding requirements, then translating them into clear expectations and practical steps for staff and partners.
• Experience with procurement and contract‑related fiscal work, including monitoring vendor payments, supporting compliance, and aligning resources with program priorities and funding rules.
• Ability to support change by training staff, clarifying processes, and helping teams transition to updated fiscal tools, procedures, or systems.
