Overview

The Oregon Health Authority (OHA) seeks a CCO Performance Analytics Manager to lead performance analytics within the Medicaid Division’s Coordinated Care Organization (CCO) Operations section. The role will guide the Performance Analytics team and develop the data infrastructure needed to support CCO oversight, including data collection, reporting, processing, modeling, analytics, governance, and security. The manager will lead large analytics projects, define key performance indicators, develop scalable data architectures, and create dashboards and executive-level reporting.

The position manages a team of nine staff and collaborates with internal and external partners, including CCOs, members, Health Analytics, the Office of Information Services, and other state agencies.

Key Responsibilities
  • Lead a team of nine staff members and oversee performance analytics initiatives.
  • Guide the development of data collection and reporting strategies for CCO oversight.
  • Integrate and process data from multiple sources to support compliance, quality, and performance monitoring.
  • Model and analyze data to evaluate program compliance and performance outcomes.
  • Ensure strong data governance, security, and compliance with federal and state regulations.
  • Define key performance indicators and develop scalable data architectures.
  • Create dashboards and executive-level reporting to support decision‑making.
  • Collaborate with partners including CCOs, Health Analytics, OHAIS, and state agencies.
Minimum Qualifications
  • Six years of supervision, management, or progressively related experience; OR three years of related experience and a Bachelor’s degree in a related field (Information Technology, Computer Science, Statistics, Data Science, Data Analytics).
  • Proficiency with data analysis and management, including advanced programming languages (Python required), SQL, and visualization tools (Power BI, Tableau).
  • Experience designing and overseeing data infrastructure and analytics systems for large‑scale programs.
  • Knowledge of health services delivery systems, specifically the Oregon Health Plan/Medicaid administration and Coordinated Care Organizations.
  • Understanding of federal and state Medicaid laws, regulations, and waiver authorities.
  • Experience applying research, evaluation, and quality improvement methodologies.
  • Strong communication and facilitation skills; ability to translate complex data into actionable insights.
  • Experience leading or overseeing technology and data systems for large‑scale programs, including data governance and reporting infrastructure.
Desired Attributes
  • Experience providing organizational and people leadership, including coaching and developing staff and fostering an inclusive team culture.
  • Advanced analytics experience with ArcGIS Pro, Quest Analytics or similar provider network geo‑mapping tools.
  • Knowledge of Medicaid/Medicare expertise.
  • Strong ability to align technology solutions with business needs and support performance monitoring, compliance, and decision‑making.
Preference Statement

Preference may be given to candidates who possess proven ability to design and oversee data systems, analytics workflows, and performance monitoring for complex programs; are skilled in SQL, Python, Power BI, Tableau, and ArcGIS; and have strong Medicaid/Medicare expertise.
