Director of Assessment and Student Reporting (Education Programs Manager
3) – Permanent, Full‑time, Exempt, Management Service Supervisory position with the Oregon Department of Education.
Hybrid work model requirements:
On‑site presence is required for collaboration, training, or work that requires access to on‑site resources. Employees approved to work remotely must maintain a reliable and secure internet connection and a professional work environment that supports productivity. Occasional in‑state and out‑of‑state travel may be necessary. A driver’s license, an acceptable driving record, and a personal vehicle or alternative transportation are required.
- Supervise the Assessment Team to develop and implement Oregon’s statewide assessment system and advance educational equity.
- Provide statewide leadership and strategic direction for Oregon’s assessment system and related reporting functions.
- Ensure compliance with state and federal requirements while promoting equity.
- Create and implement policy, coordinate program and fund administration, and conduct comprehensive state planning.
- Determine staffing needs, administer federal and state grants and contracts, evaluate staff and programs, and serve as liaison with other state and federal agencies.
- Lead, implement, and steward policy design and program work of the Assessment Team, including prioritising needs and resource allocation.
- Build collective capacity, partnership, and collaboration within the team, across RADAR, ODE, and external partners, including school districts, ESDs, and community partners.
- Build a strong team culture and conditions for learning with shared leadership, supervision, and hiring practices.
- Engage in equity‑oriented initiatives and apply equity tools such as the Equity Stance, Decision Tools, and Community Engagement Toolkit.
- Seven years of supervision, management, or progressively related experience; or four years of related experience with a bachelor’s degree in a related field.
- Knowledge of K‑12 systems, challenges, and opportunities at the building and district levels, with experience in assessment implementation, curriculum adoption, or instructional framework efforts.
- Strong verbal and written communication skills, able to explain complex concepts to diverse audiences.
- Equity‑focused, human‑centered approach, including experience modifying policy or programs based on equity analysis and community input.
- Collaboration across partnerships, including districts, schools, community partners, and state agencies.
- Team leadership and facilitation skills, managing both technical project deliverables and adaptive facilitation.
- Knowledge of balanced assessment systems, large‑scale assessment, and state/federal policy interpretation and implementation.
